However, the development of the community health services in our country only for a decade or so, although it has been achieved great achievement, a lot of obstacles are still existed in the way of development, which bring on a series of constraints on the community health service's development.There are five parts in the paper:First of all, the paper introduced the background of the development of the community health service in China, the theory review, the literature review and the aim of the study.Secondly, this paper expounded the policy reforms and changes in China's community health service, pointed out the community health service's development stage in china, and then analyzed the status of the community health service from the supply status, organizational structure, financing and compensation mechanisms, the status of human resources as well as management information system, affirmed the successes achieved, and pointed out that the existing problems.Thirdly, the paper introduced the PEST analysis and the SWOT analysis tools to research the community health service's development.Forthly, the paper expatiated the specific measures of the new community health service's network construction in Xiamen, and put forward felicitous evaluation on the basic of field survey, the combination between the theoretical and practical comes true.In the end of the article, the author proposed the corresponding policy advices from the Government and community health service institutions themselves to promote the level of urban community health service.Introduction from the public administration, also study from the enterprise management tools, we can draw some conclusions of which had a certain of creativity to analyze the development strategy of the community health service. However, there are some deficiencies in the paper, it still have a long way to go.
