The position regulation and supervision is the major means to implement the reform of the basic personnel system employed by the instituons in China.In recent years, the Ministry of Personnel and the State Personnel Office of Shandong Province have introduced a series of related policies, regulations and methods,thus strictly and specificly demanding the establishment and improvement of position regulation.How the position regulationin in jining Health Institutions of the Urban Level performed is carefully studied in this writing ,based on the position regulationin and personnel employment carried on in the above-mentioned institutions,as well as restored to the related theories on the human resource management.By means of collective discussion ,paper-examnening form and other ways ,and adopting a combined approach of qualitative and quantitative analysis,the author first thoroughly mastered the basic aspects,then made a systematical analysis of the operation of position regulationin ,such as the position regulationin and personnel employment in jining Health Institutions of the Urban Level ;The author also conducted related research on the undrlying factors influencing the establishment position regulationin and personnel employment,pointed out diffculties and contradictions that might be confronted in reality ,dilected th deep-rooted causes in lights of the current operation of position manageement and put forward countermeasures and advice for the following work in the future ,incluing the establishment of the scientific long-term mchanism,exploring the pragmatic ground of the conduction of the policies ,adherence to the people-oriented approach characterised with flexiblity and prinplity and so on.The implementation of these measures and methods are expected to provide pragmatic referece to effctively making use of the resources available for their best benifits,ensuring the stability of the structture of professional technical personnel ,proently and zctively conducting the reform in institutions ,as well as carrying on position regulationin and personnel employment in a better way.
