Research On Improvement Of The New Rural Cooperative-medical-treatment System

Enjoying social security is one of the basic rights belonging to the whole community members. However, The rural dwellers has been excluding from social security, they have become the biggest group which is their own expense on medicine. Whether the issue of medical care security for rural dwellers can be appropriately solved is closely related to the solution of problem about "building and development of social security in rural area" .Therefore, it is a wise measure for our supreme leaders to establish the new-type rural cooperative-medical-treatment system.Combining with methods of economic analysis of law,comparative analysis and document analysis, The thesis firstly reviews and analyses the historical vicissitudes of the traditional rural cooperative medical system; then thesis introduces its meanings and characteristics in an overall way; finally, the thesis mainly analyses the major problems existing in the new system and put forward the discussive countermeasures in accordance with the problems.In the author' s eyes, The system is equilibrium of the advantages among the peasants,governments and the medical institutions. So the new system is facing some challenges: the problems caused by willingness, lacking the effective managing mechanism, etc. Therefore , our research emphasis turns to how to set up and perfect the new medical system with capable governments,willing peasants and supervised medical institutions. So it is necessary to take efficient measures to perfect the new system: to consummate the funding , to strengthen governments' responsibility in the new system, to intensify the building of hospitals in towns and picnics in villages in order to raise the medical serving-level, etc.
