Objective: The objective of this reach was to establish an evaluation system with which to generate a general model of competency of township hospital dean, using survey technique. The model could be used to select the eligible people from all candidates of township hospital dean. Using this evaluation system could find the advantage and disadvantage of a candidate, which could give some advice to the supervisor; it also could be a scientific guideline to design a training plan. With all the power of this tool, it could improve the efficiency and quality of human resource for health.Methods: 1. Using reference research to construct basic frame and pattern of the evaluation questionnaire, at the same time ascertained the pool of basic abilities to be chosen form. 2. Using Delphi expert consulting research method to select 6 most important abilities for the position of township hospital dean from the pool. 3. using the data collected from pre-investigate to check the reliability and validity, the indicator of reliability was split-half reliability and Cronbach'sαcoefficient; The indicator of validity was structural validity coming from the factor analyze. 4. Revised the questionnaire base ?? the pre-investigate, then began the formal investigate. 5. Statistic methods: using Excel as database, and using SAS9.13 for analysis of reliability and validity and some descriptive of data, then compare the differences from different group.Results: After the reference research, there were 26 basic abilities in pool, then after the Delphi expert consulting; there were 6 the most important abilities for the position of township hospital dean chosen from the pool, finally after the discussion of the consulting team, the form of questionnaire was fixed, it was made of two parts: psychometric test and impersonality test. The data of pre-investigate showed this questionnaire had good reliability and validity, after revision the questionnaire in formal investigation also showed good reliability and validity. The general model of competency of township hospital dean was established from the result of the research. The multi-compare of different education groups showed that the mean score between deans who graduated from university and deans who graduated from technical secondary school was statistically significant. The statistic result showed that there was negative correlation between age and mean score, the correlation coefficient was statistically significant. The statistic result also showed that deans in area B had higher competency than the other 3 areas, and the result was statistically significant.Conclusion: After formal investigate, the questionnaire established during this research showed it had high reliability and validity, results came from the evaluation system were truthful and trustful, it could scientifically explain the real situations. At same time this questionnaire was very easy to perform, it cou??e easily used to test the candidates of township hospital dean, and gave some suggestions to the supervisor for their choice. It could also give advices for training plan establishment.
