PurposeHealthcare inspection is an important component of China's public health system and administrative law enforcement system. At present, it has not yet established effective evaluating indicator system for the performance management of departments and personnel in China's healthcare inspection executing organization, and it has become the issue requiring urgent solution in field of health inspection to explore performance evaluation methods and indicator system that are scientific, comprehensive and have reasonable weight and strong operation. With the objects which are referred as the five core business such as medical inspection, occupational health inspection, inspection of food hygiene, health inspection in public places, school health inspection and so on, the subject studied and then constructed the indicator system and information system for the performance evaluation of departments and personnel in the healthcare inspection executing organization, it will provide reference for the efficient and rapid development of performance management of China's healthcare inspection executing work.Method⑴Literature research: Taking advantage of full-text database such as CJFD, VIP, OVID, SDOS as well as Google, Baidu and other search engines, we systematically referred to relevant literature about domestic and overseas health inspection performance evaluation and construction of information system, and sorted out into indicators for healthcare inspection departments and personnel evaluation with the current domestic status of set of performance evaluation indicators in the healthcare inspection organization.⑵Questionnaire investigation: Selecting Longhua healthcare inspection station, Bao'an District, Shenzhen as the typical object of investigation. Focusing on investigating staff in five major health inspection departments that medical health inspection, occupational health inspection, inspection of food hygiene, health inspection in public places, school health inspection department and managers of health inspection, We designed investigation questionnaire on choice of indicators for performance evaluation of departments and personnel. Through the questionnaire investigation, we deleted and added some performance evaluation indicators of departments and personnel. This investigation disseminated 80 pieces of investigation questionnaire about the actuality of health inspection performance evaluation, in which 40 pieces are abut the actuality of performance evaluation of the five major health inspection departments, 32 pieces of valid questionnaire were recovered, and the recovery are 80%. 40 pieces are about the actuality of performance evaluation of the five major healthcare inspection executing personnel, 33 pieces of valid questionnaire were recovered, and the recovery is 82.5%.⑶Individual in-depth interviews: We made individual in-depth interviews to managers and decision-makers of health inspection as well as staff in five major healthcare inspection departments, systematically collected comments and suggestions to performance evaluation of healthcare inspection departments and personnel from all categories of personnel at all levels, selected and added the primary indicators for performance evaluation of healthcare inspection departments and personnel. Interview objects include leaders of health inspection institution, directors and corresponding group leaders of five major health inspection business departments, and healthcare inspection executing personnel (2/section), a total of 15 people. Each interview was about 30 minutes.⑷Expert seminars: We invited 16 experts in the field of health inspection, health management, statistics, and consulted them about determination to indicators for performance evaluation of the five healthcare inspection departments and their weight, and collected comments and suggestions to performance evaluation of healthcare inspection departments and personnel from experts attending the meeting, determined indicators for performance evaluation, then thought the calculated average of points from experts as the weight of evaluation indicators.⑸Software engineering method: With the established indicator system that has been pre-tested and consummated in the actual healthcare inspection organization for performance evaluation of departments and personnel, making use of software engineering, we planned and designed function and structure of the information system for health inspection performance evaluation.Result⑴Performance evaluation indicators of health inspection departments conclude two parts: general management and business work. The total of first level indicator is 28, and second level indicator 105, in which the total of first level indicator for general management is 5, covering five aspects that the house management, personnel management, quality management, academic research and awareness training, and second level indicator 20. Business part of the work involved in day-to-day health inspection, emergency handling and special rectification, health enforcement responsibility system, files and law enforcement instruments, business promotion and training and so on. In which the total of first level indicator for medical health inspection departments performance evaluation is 5, and second level indicator 15; the total of first level indicator for occupational health inspection departments performance evaluation is 5, and second level indicator 18; the total of first level indicator for inspection of food hygiene departments performance evaluation is 5, and second level indicator 20; the total of first level indicator for health inspection in public places departments performance evaluation is 4, and second level indicator 16; the total of first level indicator for school health inspection departments performance evaluation is 4, and second level indicator 16.⑵We constructed 25 first level indicators involving in five aspects that compliance with the rules and regulations, the workload, the quality of work, work style, and scientific training, and the second level 93. In which there are 5 first level indicators for performance evaluation of medical health inspection personnel, and second level indicators 18; there are 5 first level indicators for performance evaluation of occupational health inspection personnel, and second level indicators 19; there are 5 first level indicators for performance evaluation of inspection of food hygiene personnel, and second level indicators 19; there are 5 first level indicators for performance evaluation of personnel of health inspection in public places, and second level indicators 19; there are 5 first level indicators for performance evaluation of school health inspection personnel, and second level indicators 18.⑶Making use of the software engineering method and database technology, we designed the hardware platform structure, software platform structure, database and system functions of the information system that is for performance evaluation of health inspection. We designed the following data tables such as the personnel information data sheets, sections information data sheets, indicators data tables, value of performance data tables and so on. The information system for performance evaluation of health inspection was planned for six main modules: data collection, information retrieval, performance measurement, print display, system maintenance and help.Conclusion⑴On considering the set of health inspection departments and differences of the surveillance law enforcement officials'work content, We constructed performance evaluation indicators system of the five core healthcare inspection departments and personnel. Indicators have been demonstrated and are very applicable and practical.⑵The administrative offices achievements evaluating indicator, including some daily operation function work, such as sanitary inspection, thunderbolt processing and special reorganization, hygienic law enforcement responsibility system, file and law enforcement copy clerk, service propaganda and training, has involved some administrative offices integrated managements, for example, administrative control, man management, quality control, academic scientific research and propaganda training. The personnel achievements evaluating indicator has involved the observed situation of the rules and regulations, the workload, the work quality, the work style and scientific research training and so on. Indicators are comprehensive and operational, evaluation criteria is complete, the weight is reasonable.⑶On the basis of performance evaluation indicators, we constructed performance evaluation information system of healthcare inspection. To use the system, we can realize performance achievements automatically computing, collecting statistically, performance achievements value query, sorting, display in graphics and so on. It could improve the level of performance management of healthcare inspection institution.
