Analysis Of Operation Of New Rural Cooperative Medical Scheme Of Lüliang

Since the policy of reform and opening to the world, the rural economy of China makes great progress and the farmers'life has been improved greatly. However, the development of rural medical and health cannot catch up with the social development and the gap between the rural and the urban becomes wider increasingly. Bad health condition which leads to poorness has become a serious problem and has great impact on farmers'health and life quality. Moreover, this problem restricts the improvement of productivity and the development of rural economy. Therefore it is of great importance to improve the rural medical scheme.China began to carry out the New Rural Cooperative Medical Scheme in the second half of 2003. Trough the last few years of exploration and effort, the cover becomes wider more and more. The importance of the system has become increasingly prominent and it has played an important role on meeting the basic medical needs of the farmers and reducing their health care burden. The New Rural Cooperative Medical Scheme's object are farmers and it can be influenced by regional and practical situations. So we should take different measures pertinently.Taking Lüliang as a case study this paper aims to make an analysis of the current situation and development of rural Cooperative Medical Scheme. Firstly, the paper presents a relative literature review and its development history, and then it studies the development condition of Lüliang in the aspects of institutional construction, organization system, fund etc. According to the economy development level, the paper classifies counties of Lüliang, and selects Xiaoyi, Fenyang, Lin County as the representatives of developed areas, medium developed areas, underdeveloped areas respectively. Based on the actual situations of these representatives, the article analyzes the specific problems existing in actual operation separately. Finally, the paper puts forward countermeasures for sustainable development of New Rural Cooperative Medical Scheme of Lüliang city which can be valuable reference for other cities in decision-making.This paper studies the New Rural Cooperative Medical Scheme combined with the Practical situation. According to the characteristics of each representative area, the paper puts forward pertinent countermeasures and it has significant meaning for promoting the sustainable development of the New Rural Cooperative Medical Scheme.
