Policies And Measures Of Epidemic Prevention In Hubei In 1950s

Located in the middle reaches of the Yangtze River and rich in water resources, Hubei has been haunted by diseases since ancient times,so the Government has paid great attention to epidemic prevention.This paper focuses on policies and measures of epidemic prevention in Hubei in 1950s.The writer is going to analyze the characteristics, roles,and the inspirations of those policies and measures.At the beginning,this paper introduces the development background of the epidemic prevention establishment.Local governments in the republic of china had taken such measures as establishing agencies,formulating of disease regulations,taking contingency measures to deal with frequent epidemics,practically in vain.After the founding of new China,as a result of the natural environment,disasters,medical limitations,public opinions and other factors,diseases have been continuing to breed and spread here,bringing about a series of hazards.Secondly,a general introduction of the epidemic prevention institutions is made. After the founding of new China,in Hubei there established a complete epidemic prevention system,including the epidemic prevention committee,hygiene epidemic prevention stations and teams at all the provincial,municipal and county levels,and municipal communication quarantine services and experimental health centers in the county.Then comes the focus,i.e.the overview of epidemic prevention policies and measures.The Government intends to combat the epidemics in ways of establishing effective handling system in infected areas,perfecting epidemic situation reporting system,actively carrying on immunization work,strengthening,enhancing the sanitation of public environments and preventing pestilence.Finally,this essay explores the problem of evaluation on policies and measures which embody epidemic prevention's features like politicalization,prevention-oriented, public-involved,combination of traditional chinese and western medicine.The positive role of the immunization in Hubei Province lies in establishment of a perfect governmental epidemic prevention system;effectively reducing the occurrence and spread;enhancing the living conditions and of people and their views on hygiene;being conducive to the consolidation of the government.Of course,there are some problems.All in all,the government played an important role in the epidemic prevention in 1950s and achieved a lot,enlightening the current epidemic prevention work---in epidemic prevention,governments at all levels must play the leading role,make full use of the non-government organizations and focuses on the prevention rather than treatment of disease in epidemic prevent.
