| Community health service is an important part of community construction. It is health service that the community joins in , supervised by government, guided by the higher authorities. It takes the human being's health as center, family as unit, community as scope, requirement as guidance, meeting the fundamental needs of health service as purpose. It is an effective , economic , convenient , comprehensive, continuous health service merging prevention with health care, medical treatment, recovery, health education and planned parenthood guidance. The community health service in Da Qing city began in 1997. 46 community service centers and 129 stations have been established. The communities have covered the 96% area in the city. The points of medical insurance have covered the 90% area in the city. In this city, the community health network has been established initially and relieves the problem that the residents has no chance to receive and can't effort the medical treatments at some extents. However, in the recent years, as the life level and the standards of health requirement of the residents increasing, the requirement and utilization ratio of the community health service has decreased. What are the causes of such phenomenon? What's the manifestation of this situation? What are the further reasons of this situation? What measures should be adopted to improve the situation at the next step to increasing confidence ratio and satisfaction ratio? All the above questions are the original intention and breakthrough point of this paper.Concerning that above questions, the writer employed the method of literature analysis to deepen the understanding of the concept, mechanism and mode of community health service, grasp the characters of community health service and look for the theoretic guidance of this research. In the meanwhile, this paper employed the method of questionnaire to survey 40 community health service institutes (20 set by governments, 20 set by enterprises) in Sa Er Tu district, Rang Hui road district, Hong Gang district, Long Feng district and Da Tong district of Da Qing city. 970 residents in the communities were selected by randomized delamination method. The survey method included the questionnaire survey method collecting the written data indirectly and reference method grasping the improvement situation of community health service by referring to newspapers, journals and multi-media. The contents of survey included the fundamental situation and human resources situation of community health service, the performance of six-in-one service function of community health service , the situation of double-action diagnosis and the situation of the residents'satisfaction ratio. The data were input into the database of EXCEL2007 and were analyzed by statistic software SPSS 11.5. The main statistic methods employed in this paper are descriptive statistics and chi-square test. In the addition, some data were summarized, concluded and analyzed directly. In the survey, the methods of surveyor training, questionnaire directly and taking two persons input data respectively were employed to control the quality of the survey.On the basis of the analysis, the characters and disadvantages of community heath service in Da Qing city including the problems of conceptions and thoughts, the problem of human resource, the shortage in carrying out the six-in-one plan, the disadvantages of double-action diagnosis and the shortage of self- propagandism were concluded. Concerning the above characters and shortages , the countermeasures to such problems were proposed in this paper including establishing effective funds management mechanism, reinforcing the construction of staff, carrying out high-quality comprehensive community health service, guaranteeing the implementation of double-action diagnosis and doing well in propagandism to give some reasonable advice to the reformation of Chinese community health service.
