1 Community Health Service is an important part in city health work,is a basic aspect for everyone to have the right of junior health care, also the important content of promoting the social equity ,maintaining social stability,building a harmonious society. After ten years development,our Community Health Service achived the great progress,and played an important role in enhance the health of the people. In recent years, the party and the country given the great importance attaches and increased support to Community Health Services building, made it get the rapid development.In this environment, various regions have set up community health service network framework basicly, but generally speaking, the development is slow relatively, work are still faced with many problems and difficulties,function is not obvious, Community Health Services are still in the critical period.The Community Health Service Project of SongShan New Region has roll out since 2006 at the region,experienced more than three years of development, formed an initial framework for community health service system, however,the operation process is facing many difficulties and problems, impact and constraints the urban community health services to further promote badly. This article system described the construction and development of this project.Based on the basic situation in the Community Health Service Project of SongShan new Region, through the use of methods such as the basic theory of project management, cost-control theory and PDCA Cycle, conducted a systematic analysis and research to the cost control and quality management, solved the existing problems in running, to seek the strategy of promoting community health services and healthy development,thereby promoting the comprehensive, health, sustainable development of the Community Health Services Project.The paper first describe the basic theories,policies,laws and regulations of Community Health Services. From the start with the basic theory of Community Health Services,introduce definitions, characteristics, targets, tasks, contents and significance, laws and regulations related to China's community health, expounded China's basic situation of Community Health Services, achievements and problems of China's urban community health service. On this basis,to introduce the successful experience which made in advanced domestic provinces .Next analyse the problems maintant in Community Health Services Project and implementation.On this basis of necessity and feasibility of implementation introduce the current situation of Community Health Services Project, analysed and proposed the problems in cost control imperfections,imperfect quality management system, management system is not running smoothly and operating mechanisms are sluggish, the compensation mechanism is not sound and lack of personnel.Third, mainly studied the cost control of Community Health Services Project in Songsan New Region. Through the definition and cost estimation to Community Health Services Project in Songsan New Region, clear service and its cost constitutes, calculate its actual costs and standard cost reference value,make recommendations to cost management and control, compensation of Public Health Services Project of Songshan New Region, provide reference for the introduction of cost management and compensation policy of the government. At the same time,studied the cost of the services control process, analysis of the status of cost control, the necessity and urgency of tighter cost control, the problems which should pay attention to, put forward effective measures to tighter cost control from four aspects: reasonable control labor costs,strict control of the internal cost, full cost accounting, implementation of high quality and low price material supply from unity bidding.On this basis, research of quality management and control. Expounded objectives, principles, contents and methods of quality management to Community Health Services Project in Songsan New Region. Raised the requirements to Community Health Services from three aspects: strengthen quality management of Community Health Services, set up quality management and control system, actively carry out the assessment of quality of service. Put the idears and methods of PDCA cycle to achieve quality objectives applies to Community Health Services Projects, discussion of the specific requirements of improving quality of Community Health Service from the four stages:planning,implementation,inspection, treatment,expectations to provide a scientific way of thinking for the community health service projects for sustainable development. At the same time, put forward a quality improvement approach from the following six aspects: the implementation of continuous quality improvement, strengthen human resources management, intensify supervision, set up an objective evaluation system for assessing, implementation of day-to-day assessment process indicators and organize experts assessment. Regard LingNan Community Health Services Center as an example, introduced the cost control and quality management process.Finally propose the suggestions to how to promote the project development. Improve the service quality, satisfaction,establish community health service brand.Thus, to achieve dynamic management and effective control in the course of the progress in Community Health Service Project,provide reasonable, interoperability recommendations and responses for achieve sustainable development of Community Health Service.
