Fabrication Of Management Mode For Consignment Zero Inventory Of Drug In General Hospital Of Chongqing Municipality

Drug is vital for hospital, for it, on the one hand, is important for medical staff to diagnose, treat and prevent diseases; on the other hand, sales of drug provides major income for domestic hospitals. At present, drug management mode of Chinese hospital is composed by drug purchase, drug stock management and drug supply plus marketing. More and more people pay attention to drug stock management that is liable to result in long time occupancy and fund overstock and hence affect directly other component element.Since 21st century, materials management has developed very fast in China and extended to every kind of profession. However, materials management relatively falls behind in present flourishingly developed drug industry. In recent years, with development of materials management theory like "third source of enterprise profit" especially with promulgation of Guidance for transformation of medical science framework in towns jointly by relative branch of the State Council in 2000, more and more domestic medical services have realized that under premise of warranting sufficient clinical supply and sound medical quality, scientific and reasonable management mode of drug stock and bushiness process reengineering of present drug operation mode are important measures to solve common problems in drug stock management, reduce drug marketing cost, meet medical requirements and boost economic returns and social effects of medical services. Since 2000, domestic medical services have started to attempt new type of drug stock mode and marketing mode.The study raises topic of fabricating consignment zero inventory mode of drug in large scale general hospital by analyzing characteristics of several large scale general hospitals in Chongqing Municipality and aiming directly at problems like bulky occupancy of drug fund as well as disjoint of drug supply and requirements. Bibliometric method, current-status investigation and questionaire were used to explore background and theory for fabricating management mode for consignment zero inventory of drug in hospital. The development status of medical wholesale companies and drug management of several general hospitals in Chongqing Municipality were analyzed and summarized so as to obtain basic conditions for fabricating management mode for consignment zero inventory of drug, based on which management mode for consignment zero inventory of drug was fabricated for general hospitals in Chongqing Municipality.In the meantime, Delphi method was used to predictably investigate the fabricated drug consignment zero inventory in hospital. questionaire was employed to understand level of recognition, ratification and requirements of such management mode in medical company and hospitals in Chongqing Municipality. The feasibility and the possible problems during operation were further discussed by consulting relating experts. The conclusions are as follows:1. With principles including (1) assuring drug supply and profits of hospital, (2) assuring drug quality and quantity, (3) assuring benefits of patients, and (4) assuring profits of drug suppliers, the author has fabricated management mode for consignment zero inventory of drug in hospital based on summarizing and analyzing development status of medical wholesale companies and drug management status of several general hospitals in Chongqing Municipality.2. Basic operational presumptions include contract between hospital and drug suppliers in terms of drug necessary for hospital; lease (or free charge) of hospital store room to drug suppliers; consignment storage of contract drug by hospital; free use of drug by hospital according to clinical demands and thereafter payment based on the contract. Management mode for consignment zero inventory of drug in hospital is a new product with application of industry management idea in medical field, for it summarizes advantages and disadvantages of many new operation modes in domestic hospital in recent years and integrates with actuality of materials management in hospital.3. By consulting experts and using Delphi method, the author further discuss the feasibility of fabricating drug management mode of consignment zero inventory in hospital as well as its benefits and possible problems for hospital and pharmaceutical preparation section, which helps orient further fabrication of management mode and deeper study.4. Results of questionnaire show that hospital and medical company have consistent requirements and recognition of fabricating management mode for consignment zero inventory of drug in hospital. Nevertheless, hospital and medical company have different degrees of considerations on possible problems emerging during operation of such management mode.
