According to the particularities of medical service existing problems in traditional evaluation, this paper establishes an evaluation system for hospital morality, capacity and performance with the doctors of MB hospital as objects and the comprehensive evaluation indexes and method as main line, based on the questionnaire survey and comprehensive analysis of the status quo evaluation of MB hospital. On the principle of combining quantitative evaluation and qualitative evaluation, by using Delphi technique method, objective management method, 360 evaluation method and other effective evaluation methods conforming to hospital practice, evaluation values are formed in terms of doctors' morality, capacity and performance, to finally obtain the evaluation of a doctor based on integrated computation and analysis. This includes the design of morality evaluation system to resolve the indexes of hospital morality, index weight, morality criteria and specific methods for morality evaluation; The design of capacity evaluation system to resolve the doctor competence criteria, contents and structures of doctor capabilities and specific indexes and evaluation methods; The design of performance evaluation to resolve post performance evaluation; And the design of comprehensive evaluation implementation to resolve the relations between morality, capability and performance evaluation, and the calculation, feedback and use of the evaluation results. The purpose is to resolve problems of evaluation indexes, methods and management existing in current doctor evaluation and to establish a relatively all round and complete doctor evaluation system conforming to practice of MB hospital.Reference to successful experiences and cases, the evaluation indexes and methods are designed separately in the mode of unified evaluation implementation, separate quantitative examination and comparative analysis. It brings changes in the previous evaluation that mixes morality, capability, working time and performance, which tends to give prominence only to performance, weakening the functions of morality and capability. If the tendency occurs to a hospital doctor, it is inevitable to cause the doctor to lay stress on performance, increasing patients' costs and difficulties.With the comprehensive evaluation system established, this paper makes the evaluation indexes more detailed, the evaluation method more specific and the evaluation results more accurate. Seven problems are resolve with seven features: 1. Doctor evaluation is classified to form people oriented evaluation indexes, featuring in strong pertinence. 2. Decomposing and summary of doctor evaluation indexes can reflect the doctor fuller and deeper, featuring in strong systematic character. 3. Doctor evaluation subject is further normalized and interference factors are eliminated, featuring in high accuracy. 4. Doctor evaluation methods are adequately discussed and compared, and the best one chosen from the comparison, featuring in good operability. 5. Quantitative examination is made to evaluation indexes to resolve the big problem of discretional qualitative evaluation, featuring in high scientificity. 6. Analysis is made in view of hospital objects and doctor posts to establish doctor evaluation of criteria, featuring in good matching. 7. analysis and summary are carried out for evaluation results to ensure the trueness of evaluation results in reflecting doctors, featuring in high trueness.
