Clinical Medicine Degree is set to accelerate the progress of the medical career and to educate senior professional doctors. Achievement and experience have been achieved in perfecting the competing mechanism and quality systems by the theoretical and practical study of a variety of military universities since the master degree of medicine education experiment was carried out in 1998. However, no unified and mature cultivation quality evaluation system has been formed. By investigating related studies in foreign countries, the paper argued that those evaluations put emphasis on clinical ability, did not reflect the cultivation requirement for doctor degree of medicine completely and the comprehensive quality of postgraduate, and had no differences of importance degree among all evaluation items. The paper holds that it is necessary to establish a evaluation index system for evaluating the comprehensive quality of master degree and doctor degree of medicine, which can still not be found in current documents after researching and surveying.On basis of national requirements for doctor degree of clinical medicine and by using systematic analysis, and qualitative and quantitative analysis, the paper deconstructs the evaluation goals gradually. In addition, Brain storming, Delphi Method and Expert Ranking Method are used to establish the evaluation index system for comprehensive quality of master degree and doctor degree of medicine and analyze the expert positive index and authority index. This system is made up of four first grade indexes which conclude military-political thought, the ability to learn and to do research as well as the ability of doing clinical work, and 29 second grade indexes. 42 candidates for doctor degree in the university were evaluated by the index system and differentiation, reliability, validity and correlation among different indexes were analyzed statistically, which proved the scientific reasonability of this index system.
