The Research On Perfecting New-Type Rural Cooperative Medical Service

Social security is always the weakness in rural area. Since 2003, new - type rural cooperative medical service, which is formed by peasants'covering Voluntary Insurance on themselves under financial fund's assist, has been the new light spot of social security system construction in China. As one of 18 municipalities directly under Henan Provincial Government, the city of Anyang is also a most agricultural populous city. Since 2003, under the Provincial unified arrangement, Anyang has been actively probing the new way to establish and perfect rural cooperative medical service, according to the practical situation: big rural population, big medical insurance-covering area and undeveloped economic, and has achieved stage result of"government got reputation, people got benefit and health protection got advanced", playing a very important role on helping relieve these problems of expensive medical charges ,difficult medical conditions, poverty resulting from disease. Meantime, there are still some burning difficulties and problems.This paper took the experimental unit of Anyang in Henan province as an example, taking the way of integrating theory with practice, literature search with typical investigation, and qualitative investigation with statistical analysis, and tried to get the conclusion with universal meaning from the concrete objective facts.This paper gave a positive evaluation in the mass to the new - type rural cooperative medical service experimental unit through the deep analysis to the leading factors of rural cooperative medical service Such as the financing standard, beneficial area, payment base line, replacement ratio and management mechanism and so on. At the same time, it mainly analyzed the existent difficulties and problems, and chief among them are: in the experimental unit of new - type rural cooperative medical service, grass-root government'devoted responsibility and emphasis is not very clear, the level of financing is low; the contradiction between enlarging beneficial area and improving replacement ratio is extrusive, and low level of security and narrow beneficial area are simultaneous; it is not the essential way to sort out the problems that the poor people see doctors effectively by using medical aid funds to help poor people in rural area participate the new - type rural cooperative medical service ;the integrated mode making county as an unit accelerated the funding sedimenatation of new - type rural cooperative medical service; the three parties among board of health, administrative institution of new - type rural cooperative medical service, and fixed medical organizations are harmonious and the rising of medical prices balanced out the benefit new - type rural cooperative medical service brought for peasant etc. On this ground, we should pay attention to promoting the healthy development of new - type rural cooperative medical service, forming the conclusive opinion on further establish and perfect the stable growth mechanism of financing, scientific compensating mechanism, normative operating management mechanism, reasonable cooperative mechanism and strict supervision and restriction mechanism. Especially according to the hot topics and difficult problems of city and county government low input in the middle and western area, village and town finance input omission, collective economy input falling through, government input mainly to peasants or mainly to medical institution; retaining family account or not etc. this paper closely combined the reality of piloting work, and put forward the thoughts and countermeasures of strengthening primary government duty and investment; insist on input to the need direction, making family account stronger ;bringing in private medical institution and forming competitive mechanism; and doing well the joins between medical aid system and commercial insurance, trying hard to get innovation and enhance the feasibility, in order to be good for advancing the healthy development of new - type rural cooperative medical service.
