New Rural Cooperative Medical Policy: The Evaluation Of Operation Fruit,Objective And Evaluate

With the development of the rural economic system reform, we must complete and perfect rural social insurance system in time. As the important part of rural social insurance system, rural cooperative medical system plays an important role in the respect of protecting the rural resident health and promoting development of the rural economic society. We also realize that the establishing of the new rural cooperative medical system is a complicate social system project, which has a lot of restricted factors, and there are many difficulties and problems. In order to have the new rural co-operative medical policy a sustainable development, taking the G county in south of Hunan province for example, this article evaluated the operate fruit,objective and evaluate of NCMS in G county on the basis of observing and analyzing the traditional rural cooperative medical and the new rural cooperative medical. In the way of combining "literature demonstration and scene demonstration,qualitative investigation and quantitative study". By means of quantitative date statistical description, we described and analyzed people's participation,satisfaction,medical expense and compensation. We have gleaned the participation information in NCMS and expense-ratio of outpatients and inpatients from the annual statistical forms in 2006 of G county. And then analyzed the expense-ratio and compensation of inpatients. By analyzing, we find that G county government has carried on an appropriate propaganda, people's participation rate is high, permitting there are differences amongst townships. Peasants have got extensive benefit and gained better recognition and satisfaction on NCMS. Meantime, G county's compensatory level and range have taken into account Peasant's participation and practical benefit, but are limited, which is not good to express institution objective for inpatients suffering severe diseases at first. Finally, we give our concerned advice as the problems existed in the new rural cooperative medical operating as are concerned, so as to offer suggestion to the better development of the new rural cooperative medical.
