Objectives To understand the current status of the women and children health care in Yancheng, find the existing problems, explore the causes of these problems, and provide the basis and solutions for the continuous development of women and children health care in Yancheng.Methods The related statistical reports were studied from Yancheng Hygiene Bureau and all women and children hospitals (or institutes), all necessary data were collected and were carried out statistical analysis. This study includes two major parts: investigation on the employees in those women and children health care institutes and the investigation on the current status of all indices of women and children health care -namely, the table of main frames of women and children health care institutes in Yancheng City, counties and districts, the table of current employees in those institutes, the table of current women and children health care workers in the villages of Yancheng, the table of situation of pregnant women health care, and the table of current health care work for children under 7 years old.Results Women and children health care in Yancheng has the following characteristics: (1) The overall quality of workers in women and children health care is relatively low, the structure of human resource in those areas is incomplete, and professional workers are in shortage; (2) Each index of Yancheng's maternal and child health care is better, compared with that of the whole nation , and is consistent with that of other coastal areas.The death rates of pregnant women and children under 5 years old are still high, and there is big difference between the urban and rural areas. (3) The development of maternal and child health care is regional unbalance. The developed areas are obviously better than the less-developed areas. (4) Although the financial allocation has been increased, there is still a big gap, that is, much of them is used in the pay of the staff members and less is used to other aspects such as the infrastructure building, continuing education, etc. Conclusions (1) Strength the governing capacity, and take the work of maternal and child health care as a development goal of the local social and welfare service. Pay attention to prevention, as well as control. Put the emphasis on prevention and health care, and upgrade the rank of maternal and child health care constructions. ( 2 ) Comprehensively implement the law on maternal and infant health care and other rules and regulations , and enhance people's health and self-care consciousness. ( 3 ) The government should give preferential consideration to the allocation of the financial funds of maternal and child health care. Solve earnestly the problem of the provision of service income and development fund. The national or provincial government should set the standards of the building of maternal and child health care constructions, make clear the duty and number of the staff, and evaluate the allocation according to the duty and task. The management of city-county finance should be hierarchical, and the budget of maternal and child health care work should be implemented. (4) Strengthen the staff training. Send some staff to provincial health care constructions for study every year and encourage young people to take part in correspondence or self-taught education. (5) Strengthen the fund allocation of the obstetric departments in countryside. Arrange maternal and child health care doctor in each town. Set personal responsibility rules and check in time and enhance the building of the network of maternal and child health care in countryside.
