Comparative Research On The Urban Community Health Service Model Of Jiangsu Province

Community Health Service is an important part of city's health care system. It's a basic step to achieve the aim of all people'primary health care ,and it's also an effective method to solve the current problem: it is hard and costly to see the doctor. According to the actual situation and different characteristics, each city of Jiangsu has established different community health service model with different forms and content. The study of various community health service models has an important significance on enriching the connotation, maintaining the uniqueness and superiority, promoting sustainable development of community health service.The paper takes the city of Suzhou,Wuxi and Suqian as an example .It conducts a brief introduction about the social economy situation, history of community health service development and focuses on the comparative study of the three different models. All of these conducted by various ways like interview, discussion, visiting, survey paper and second-hand materials. Based on these, the article concludes that government-sponsored community health service model has great development potential, but there are also some problems in this model. In order to solve these problems, the article defines the characters of community public health services depending on the theory of public commodity ,and explains how the government providing services and rationality of introducing market mechanisms in health care according to the privately operated theory. It also explains how to stir up different bodies by producing the community health services in order to provide services while with lower cost and better quality by using the theory of encouragement, and explains the government should take responsibilities in the development of the community health service under the social security theory. Finally, the paper use these theories to give some feasible countermeasures and suggestions in order to solve the problems which were found in compatative study.The suggestions are given from three levels,including government policy supporting, institutional building and information systems so as to improve the government-sponsored community health service model.At the same time,the paper also make some suggestions to government-dominated model and partnership model.
