So when patient goes to different medical institutes, the doctors can't get a comprehensive understanding of the patient and health information of his family. It isn't benefit for the diagnosis and follow-up management. At the same time, the scattered inhabitant health information is not benefit for statistical analysis of the management department.Local Health Information System refers to an Information Platform to realize the various medical and health information systems online data collection, exchange, and on this basis to build data warehouses in a certain administrative region. It will provide service to a researcher, clinics, management and decision-making. Firstly, the Local Health Information Systems can improve our efficiency of the use of health resources. Secondly, the Health Information System is one of important component of the national public health construction. Finally, the Health Information Systems is also manifested"people-oriented"concept.This platform can realize the information exchange among the hospitals, community health service agencies, health departments, disease prevention and control centers and some scientific research departments. Some information can be shared, and then it can finally provide service for the technology research and decision-making after information processing. In this platform, the community health service agencies survey the residents'health, public health services and medical services. Various hospitals and other medical institutions provide public health services and further medical diagnosis. Disease prevention and control centers shoulder the important responsibility of public health monitoring, prevention and control. Standardization is the foundation of the health information system platform.From analyzing the independent information systems among medical institutions, community health services and sanitation and anti-epidemic departments, and the stagnant flow of information, this paper has explained the theoretical and practical significance of building a regional health information system. And it has analyzed and introduced the international and domestic regional health information systems, electronic health records, electronic medical records and other research results.As an important part of health information system, this paper has introduced the hospital information systems and community health service system. The standardization of hospital information systems, construction strategy, management models of community health services information and residents'electronic health records are researched.Standardization is the basis and premise for establishing the health information system. This paper introduces the standard research progress of the current health information of our country, and emphasis on the international common standard HL7. The localization of Hospital Information System HL7 was studied, and HL7-based disease reporting system was set up.Finally, this article has analyzed the resident health information from the structure, data flow, health promotion level, and put forward three residents health information system platform on the basis of health supervision departments. Based on the health supervision departments three residents health information system platform, primarily to the level of the system architecture and in Beijing as an example, the establishment of a data management center, the county data exchange center, medical institutions and community health information systems 3 platform.
