Research And Application Of Health Information Standard Development Methodology

In the field of modern science and technology,the comprehensive and systematic application of standards is the inevitable trend of standardization development.The application of medical and health information includes many links,such as collection,storage,transmission,exchange,processing,representation and security.It is not a single or several standard specifications that can solve the problem.It needs a systematic information standard which focuses on the overall application of information.The standardization of medical and health information involves the following and application of a series of standards and norms related to medical and health information at home and abroad,including basic standards,data standards,technical standards,management standards and information security and privacy standards.Methodology plays a cornerstone role in the development of standards.Only by following scientific and normative methods and adopting appropriate technologies,paths and tools,the standards produced can have the characteristics of rules and guidelines for common use and reuse.Compared with the mature international health information standards,the research and application of domestic health information standards in the development methodology is insufficient,which leads to the poor universality,reusability and interoperability of domestic health information standards,and directly affects the interconnection,interoperability and sharing of domestic health information.In order to achieve the goal of semantic interoperability of health information,this study analyzed the existing medical and health information standards in China,put forward the development method of information standards based on health information data meta-model,information interoperability model and health information standard system model,and used this model and method to construct the grass-roots medical and health information standard system,and to develop family doctor contract service sharing.Document specification provides methodological guidance and information standard support for semantic interoperability application of grass-roots medical and health information.The contents and innovations of this study are as follows:1.Referring to the development framework and methods of international health information standards,combining with the characteristics,needs and development of China's health information standardization,this study proposes a method for developing health information standards,and constructs a health information standards development framework(HISDF)to standardize and guide the development of domestic health information standards.2.Based on the concept and model of information data element,this study constructs a health information data element model(HIDEM)to describe the characteristics,structure and relationship of health information data element,so as to make the generated health information data element standard have better generality,reusability and semantic interoperability.Based on the goal consistency of interoperability and interoperability,health information interoperability is proposed.With the comparative model of interoperability,the standardization maturity of health information interconnection in China is in line with the international information interoperability level,which provides a reference for the standardization construction and application of high-level hospital information interconnection.Based on the development of comprehensive application of domestic standards,the framework of health information standard system is proposed to adapt to the standardization application of new generation information technology.3.Applying the standard development methodology proposed in this study,we have developed the standard system of primary health information in Guangdong Province and the document specification of family doctors'contracted service sharing,which will provide standardized support for the construction and application of primary health information system in Guangdong Province.
