After promulgating the implementary advices on deepening personnel system reform of health institution by organization department of CPC, ministry of personnel and ministry of health in 2000, all health institution actively searched on the inner distribution system and has obtained good effect. Along with the ameliorating step by step on Chinese socialistic market economy system and constantly deepening on institution reform, some organizations came out puzzle on implementing innovation of distribution system. So it is necessary to have a deep research on distribution system reform of health institution which is natural science fund item of health bureau of Hubei province in 2005, which is great help to deepening step by step inner distribution system reform on health institution.Firstly, based on the theory research, the author analyses the theories on working value and production factor, reviews the development course on Chinese distribution system, and introduces the characters on Hesperian hospital and Chinese health institution.Secondly, the author introduces the general situation on Hubei province and health institution of Hubei province, comes out with the research result on distribution system reform of health institution in Hubei province and gives some advice on distribution system reform from health institution.Thirdly, depended on reasoningly analyzing on the technique and results of the research, the author affirms that the reform on distribution system of health institution in Hubei province is effective, and points out the existent problems on distribution system reform of health institution. For instance, simple standard on workload, ambiguous distribution gross and ill-defined assigner on personal income, etc.Lastly, according to the analyses of the research result, the author confirms the development direction on distribution system reform of health institution. We should establish the principle that the production factors participate in the distribution of income in accordance with their respective contributions and give priority to efficiency with due consideration to fairness. Aimed at the problem that occurred when the reform is put in practice, some corresponding countermeasure and suggestions that we should probe to perfect post-achievements and salary system reform, perfect management on toal wage amount and confirm the reasonable income level of health personnel are presented.
