Objective:By analyzing cost changes of health care in the past six years, medical services evaluation of the price adjustment policies on the control of medical costs, as well as the medical cost structure and the cost of single disease, and to explore the existing medical system in the price of services are the main issues and influencing factors for the health administrative departments, and medical insurance institutions and hospital administrators control medical costs and provide scientific basis for decision-making.Methods:According to the existing documentation and field survey data, using trend analysis, measurement regression model, the number of multiple linear regression models, and other statistical methods for analysis of trends, comparative analysis, status description and analysis of multiple factors.Results:1.Adjustment of medical service price contain the rapid increases in health care costs. According measures regression model results, outpatient regression coefficient is -0.46, and -0. 91 for the regression coefficient hospitalization, shows that there is a negative correlation between medical service price adjustment the number of years and the cost changes of medical care. Before Xinjiang medical service price adjustment, the annual growth rate of health care costs of out-patient clinics was 11. 4%, while 9.3% in hospital. After the price adjustment Xinjiang medical expenses annual growth rate of out-patient was -0.3%, while-1.3% hospitalization. After the price adjustment, Xinjiang medical costs show low growth.2.After medical service price adjustment, China's urban and rural residents reduce the burden of medical expenses Before 2002, China's medical expenses greater than the growth of gross domestic product growth, after the implementation of medical services policy in 2002, the growth of medical costs lower than GDP growth, at the end of 2004, after Xinjiang medical service price adjustment, changes was according with the National. After the medical service price adjustment, urban and rural residents reduce the burden of medical expenses. 3) Medical service price adjustment played a certain role in adjusting structure of the medical costs. After the price adjustment of medical services, medicines in the proportion of the cost show a declining trend, inspection fees in the proportion of the cost of cost show a upward trend, the price of technical services of the proportion of out-patient costs show a upward trend, but smaller increase, and has less proportion in hospitalization change.4.Medical service price adjustment on the cost of single disease has also had a certain impact After the price adjustment costs are slightly higher, basically between 5-10%, but the fee structure has seen more changes. Operation costs and the inspection fees have increased greatly, while laboratory fees, charges beds, nursing rates have differently increaed. The cost of drugs and medical materials had a larger decline. The sensitivity of different diseases for medical services price adjustment is different. The price of operation show larger increase with police adjustment, the cost of hospitalization obviously increased, the cost of non-surgical hospitalization was little changed. Conclusions:Adjustment of medical service price contain the rapid increases in health care costs.and reduce China's urban and rural residents the burden of medical expenses, guided reasonable cost structure change, but the value of medical staff labor intensity is not enough.
