As an important part of China's social security system,medical insurance has covered more than 1 billion 300 million people,and its coverage ratio has been over 95%.Medical insurance system has been covered widely.Especially the implementation of the new rural cooperative medical system(NCMS)in 2003,which coverage rate has reached 98%,and the financial subsidy standard has also increased year by year.The implementation of the medical insurance system has gone through years.The medical insurance system for urban residents that was established at the latest has been ten years since 2007.On January 12,2016,the State Council issued the No.3 Document of the Year entitled "Opinions on Integrating the Basic Medical Insurance System for Urban and Rural Residents".This opinion proposes to establish a unified medical insurance system for urban and rural residents,promote social fairness and justice,and enhance people's well-being.In this new node of medical insurance development,this article specializes in researching urban and rural residents(other than urban employees)who have no stable income.The adult questionnaire part of the 2016 CFPS data is used to explored what extent the medical insurance system for urban residents and the new rural cooperative system have reduced the burden on residents,promoted the use of medical services,and played a role in improving the health of residents.The empirical results show that:(1)Medical insurance significantly improves the utilization rate of medical services for Chinese residents;(2)Medical insurance increases the residents' total medical expense;(3)Medical insurance reduces the burden of medical care for residents;(4)To develop the economy is the fundamental measure for improving the utilization rate of medical services;(5)More attention should be paid to the interests of rural communities in the integration of basic medical insurance.Finally,based on the empirical results and the problems found in the research,this paper presents some countermeasures and suggestions on the development of medical insurance in the future from multiple perspectives.
