Health care is an important determinant in a country s economy and well-beingof people. In order to strengthen the national health system and improve the healthcare services for the people, many initiatives have been taken and have significantlyimproved the public health service in china. Although health care system reform hasmade progress over addressed to fundamentally improve healthcare in China, thecountry s health care system still has various problems, and the health care reformfaces great challenges.In order to evaluate the effectiveness of health care reform and the impact onpatients health care benefits, this paper study the changes of insured patients medicalexpenses before and after the2009health care reform. The medical expenses of46118insured patients are chosen in a Changchun3A hospital between2007and2011year.The medical expenses were analyzed and compared before and after the2009healthreform on the basis of the different types of medical insurance. According to thepolicy of the Changchun board of health, six diseases, such as inguinal hernia, simplethyroid tumor, simple appendicitis, uterine fibroids, mixed hemorrhoids, urinarystones were chosen to analyze single disease payment change before and after2009health reform in this study.Results show that the average hospitalization expenses, the averagehospitalization days, and average daily hospital costs of different types of insuredpatients are obviously lower than the expenses before the2009health care reform.After running the single disease payment policy in2009health care reform, theaverage hospitalization expenses, the average hospitalization days, and average dailyhospital costs of the inguinal hernia, simple thyroid tumor et al. six diseases are obviously lower than the expenses before. Furthermore, four main influential factorsaffect the changes of insured patients medical expenses after2009health care reform:①National health economic policy. China government sets up a national drugs listthat would ensure the availability of the basic drugs, which directly deduce thereducing of average medical expenses;②The medical insurance funding. Theimplementation of single disease payment policy in Changchun reduces the averagemedical expenses and expenses level of insured patients personal in a3A hospital;③Hospital operation strategy. The hospital carries out the policy of reducing the averagehospitalization days and the medical costs with high quality, aiming to improve thehospital competitive power. By adjusting the selection of A and B insured project, thehospital further reduces the average hospitalization expense;④Insured patientsselective service project. The hospital reduced the insured patients selective serviceproject to decline the average hospitalization expenses and personal costs.In conclusion, after the2009health care reform, the medical expenses of insuredpatients are obviously declined, which reflects the health care reform made progressin the public health.
