Research On The Effect Of Eliminating Drug Addition On Medical Expenses

The profit of drug add-on has spawned the emergence of the problem of “medical supplementation” in the medical industry,which has led to an increase in the cost of medical treatment for patients,which has greatly eroded the public welfare of public hospitals.In 2009,the State Council issued the "Opinions on Deepening the Reform of the Medical and Health System",proposing to eliminate the drug addition and establish a scientific and rational medical price formation mechanism,aiming at alleviating the problem of "expensive medical treatment" and promoting the return of public hospitals to public welfare.In August 2017,all public hospitals in Henan Province cancelled drug additions.Since then,the 63-year drug addition policy has been implemented in Henan Province.This paper uses the relevant theories of public finance and health economics to study the problem of “cancellation of the impact of drug add-on on medical expenses”,and analyzes the medical expenses of Henan Provincial Hospital in Henan Province as an empirical case.Adopting a combination of quantitative research and qualitative research,through reviewing a large number of journals and academic articles,and in-depth study of relevant policy documents,combing relevant theories and concepts,and constructing the impact of the implementation of the drug elimination policy in Henan Province on medical expenses.The framework reflects the status quo of the impact of policy implementation on medical expenses by analyzing changes in relevant data such as medical cost structure and medical cost trends before and after policy implementation,as well as price adjustments and government financial compensation.And from the summary of the elimination of drugs,the price of medical services is unreasonable;financial compensation is not in place;patients' medical expenses are not really reduced;the internal management of hospitals is relatively backward.These problems are mainly caused by the failure to implement the supporting measures for the elimination of drug addition reforms and the lack of public welfare of public hospitals.It is suggested that the government management department should implement the main responsibility: establish a dynamic adjustment mechanism for medical service prices,increase financial input,implement financial compensation,further promote the reform of medical insurance payment methods,and multi-actions to squeeze drug sales profits and strengthen organizational leadership and supervision.At the same time,it is necessary to strengthen the public welfare management and incentive mechanism for public hospitals: guide the hospital to implement internal fine management and cost control,guide the hospital to establish a scientific and reasonable performance appraisal mechanism,and urge the hospital to continuously improve the quality of medical care and standardize the diagnosis and treatment behavior.
