The Role Of Government In China's Medical Care Affair

It is an undisputable fact that people in China are suffering difficulty and expensive cost in seeing a doctor. The high medical expense is been called one of"New Three Mountains". Actually, our country's current medical care system and its management has been already fallen behind the level of our country's economy development. And it become a problem that influences national stability and people's life level , therefore, it is high time that our country took effective measures to reform the medical care system. The serious status and shortage of China's medical care system has already attracted great attention of the Government and Party. And the academe has focused on this issue in recent years. In the research report"China medical care"by Research Office of the State Council and World Health Organization, it concluded that:"Beginning from the implement of reform and open-door policy, the reform of China's medical care system reform has already made some progress, but the problems explored are more severe. As a whole, the reform is unsuccessful". This conclusion arouses the whole country's public opinion concentrate on the reform. And now no matte the authority or the academic circles is seeking reason for the failure of medical care reform and the correct direction for the reform.There are two entirely different kinds of views about medical care reform problem in currently academic circle: one believes that the main reason for the predicament of the medical care reform is useless medical care market mechanism, which results in the exceeding imbalance between medical care supply and demand. Therefore, to solve this problem we should persist in market-oriented medical care reform, aiming at founding a perfect medical care market. The other prevalent idea is that the main reason for the predicament of the medical care reform is the market-oriented reform which led by government. Just because the medical care market mechanism replaced the medical services at state expense, but the government neglected its competence in monitoring and controlling medical care market, it makes medical care reform in present status. However, market-oriented or government-oriented is just two different kinds of resource allocation, market or government can not solve the problem of valid medical supply only by itself effectively. Be restricted by public product and service's characteristics and the condition of our country, the medical care reform should persist in government-oriented, and the government should work well in medical care product and service supply , medical care policy-making and medical care business supervising etc. Certainly, we need the market which is an important way of resources allocation as complement means in government-oriented condition. The key to solve current problem of medical care reform is persist in government-oriented function, meantime combine government function and market mechanism effectively, develop the positive effect of market and government, limit even avoid the negative influence of them.To Study the effective combination of government function and market mechanism in China's medical care reform of valid, we have to define the government function in medical care reform at first. Not only we should give academic answers to the following questions: why the government should predominate in the medical care reform, how to lead the medical care reform, in which extent the government predominance is proper, etc.. But also have to define the government function from real conditions. Therefore, basing on analysis of the medical care system reform's status and reasons, this paper concludes the academic view that the government should predominate in the medical care system reform, and then define the government function by learning form other counties'medical care reform success experience in praise. Under the market economy condition, only persist in government-oriented function, can we promote China's medical care reform and development .This paper can be divided into five parts:The first part of this paper exposes the problem and point out the theoretic and practice meaning this research The second part indicates that China's government should predominate in the medical care system reform by analyzing the medical care system reform's status and reasons.The third part illustrates the theoretic and practice bases for the government-oriented view in medical care system reform.The fourth part learns from the experience of western countries'medical care system reform and gives suggestion to our county.The fifth part defines the government's function in medical care system reform.Using a comprehensive method of management and economics, from the macro angle, this paper try to elaborate the government's role in medical care system reform, which relates to everyone's welfare in the whole country.The conclusion of this paper is: Strengthening the government's role in medical care management will profit the medical care resources allocation and maintenance of normal medical care business market, and lead to comparative social fair .We should always keep firmly in mind that medical care business management is aiming at society public welfare, not the economy benefits. When dealing with relation of e government and market in the management of the medical care business, we should not put them in the opposite situation. Neither can we return to the plan economy system, which excludes market mechanism and emphasize government function unilaterally; nor can we neglect government and emphasize market unilaterally. We should assure government predominant function, facilitate effective combination of government and market at the same time. And Perfect government function in order to enhance market mechanism.
