In the recent years, the internet service system which covers the whole city such as Shanghai timely settlement system of medical insurance and Shanghai public sanitary website were built because of more and more investment in building public sanitary information-based. With these systems being built, the sanitary project in Shanghai is developing quickly. In the meanwhile, facing these progress and achievements, we should realize that the public sanitary information-based is often isolated. The strictly controlling from each administration department causes the difficulty in circulating and sharing the sanitary information, and the standardization of public sanitary information lag causes the difficulty in managing information, which hampered the further development of public sanitary information-based.Aiming at the problems existed in Shanghai public sanitary information management, by analyzing its current situation, existing problems, its reasons and bringing forward the solutions and also comparing with the public sanitary information management in the U.S.A., Britain and Beijing, from the point view of governmental management, this essay discussed the issue of public sanitary information management. It explained the service-oriented government and the function of the government in information management. At the same time, under the supervising of the government, market itself, government, enterprises and the public should make efforts together to manage public sanitary information.
