Objective: To know about health service need and utilization of poor population who living in Urumqi in order to provide some data in making proper policy. Method: Objects were selected by stratification and random cluster sampling and the data were obtained from household survey by using self-made questionnaire. Results: The prevalence in the past two-weeks (according to number of people) was 340.5‰among poor population; The prevalence in the past two-weeks (according to number of time) was 398.6‰(Han people 445.2‰, Uygur 327.6‰, male 244.0‰, female 493.4‰). There were 1648 day's prevalence days per 1000 people in two week. The prevalence of chronic disease (according to number of people) was 526.0‰(Han people 596.5‰, Uygur 451.2‰, male 396.8‰, female 605.3‰); The prevalence of chronic disease (according to number of time) was 922.5‰. People about 57.0% considered that the chronic disease was serious for them. The rate of outpatient visiting doctor in the past two-week was 211.0‰. 47.5% of patients chose to visit at two class hospital. Patients who did not seek medical care accounted for 57.1% and patients who did not cure accounted for 26.0%.The average time of visiting doctor was 1.7. Patient depended 110.5 Yuan every time. The total hospitalization rate was 95.8‰and the main reason was disease (85.1%). Average hospital day was 21.3 days and they spent 4118.3 Yuan every time. The people should stay in hospital but not staying accounted for 62.4%, the main reason was short of money. Conclusion: The poor population in Urumqi had amount of health service need, lower utilization, heavy burden and was unfair in utilizing health service. All those should be evoked reconstruction and effective measure should be adopted to improve the condition.
