Study On The Status And Equality Of Hunan Medical Care Resources

Objective: We will acquire the status of Hunan medical care resource and explore the relationship between supply and demand of the medical care, assess the equality of medical care resource and find out problems existing in resource allocation etc. it's to be provided that corresponding information which the government will make plans about the reformation and development of medical care resources, and it will optimize the allocation of medical care resources.Methods: According to literature and documents of operating situation of Hunan medical institutions, the statistical-descriptive method was employed to conduct descriptive analysis on the current situations of the medical care resources of Hunan province; Lorenz curve and Gini coefficient were used to conduct equality analysis on the medical care resource distribution of the different regions in Hunan province.The contents of this research include: health human resource,material resources and working performance etc.Results: (l).The amount of medical care resources such as hospital bed and large-scale facilities tend to increase rapidly, with the growing rates of 1.6% and 8.4% respectively. (2)The gross earning of the Community Health Service Centers (CHSC) decrease 31.6%, which of the high-grade hospitals increase 40.6%; in expenditure aspects, the aggregate expenditure of the CHSC decrease 27.2% and the high-grade hospitals increase 42.7%. (3).The human resource structure of all the hospitals themselves is not appropriate as well.Taking the ratio of doctors and nurses for example,that of the high-grade hospitals is only 1:1.4, which does not reach the national standard 1:2,while that of the CHSC is 4:1, even worse.(4).When the equality of the medical care resources of the cities in Hunan province is analyzed according to population and regions,Gini coefficient shows less than 0.4,belonging to the reasonable bound.Conclusions: (1).The medical care resources of hospitals tend to increase rapidly. (2). The human resource structure of all the hospitals is not appropriate, health staff is lack in CHSC. (3).The structure of financial income and expense about CHSC is not appropriate. (4) Gini coefficient shows relative equality about the medical care resources of the cities in Hunan province Suggestions: According to the situation that there is a lack of health staff in CHSC, preferential policies about introduction of talents should be drew up. And we should strengthen the self-construction of the hospitals and optimize the structure of health staff. Furthermore, we must exert ourselves to carry out community health service and promote the development of CHSC; encourage share of resources and increase service efficiency of medical care resources.
