In order to keep the health of the whole rural residents, the rural cooperative medical system is one of the main parts of the Social security system in China and plays an important role in them. From the 1980's economic reformation, lack of the necessary government responsibility bearing, there has been a lot of problems for the traditional cooperative medical system and can't work efficiently. Now, with the deeply operating for the rural economic reformation, it is quite urgent to set up a complete new-style rural cooperative medical system. As soon as the government can lead and bear their necessary responsibility, it is possible to reform and complete the new-style rural cooperative medical system and helpful to realize the whole strategic goals for the well-off society. So, what is the exactly positioning for the government in the farmers health field? Combination the our country's reality and form the scientific Development Concept and keeping the farmers' basically human rights , this paper is analyzed the theory basement of the government behavior in building and developing new-style rural cooperative medical system. Then, this paper is also demonstrated the necessity for the government supporting and affording the rural cooperative medical system and bearing the farmer's healthy functions. At the same time, it is deeply analysis the trouble on how to get financial support, organizational guidance, management oversight, legislation for the government. At last, it is also suggested some polices on strengthening the protection of the health of farmers in the functions and behavior and promoting the new rural cooperative medical career development and improving the health of the majority of farmers.
