Study On Government Intervention In Prevention And Control Of AIDS In China

AIDS has become the significant public healthy question and social question all over the world. The governmental organization and guidance is fundamental guarantee of doing the work of prevention and cure of AIDS well in China. By using neo-institutional economic theories, management theory and other new theories, the research aims at analyzing and investigating the predicaments in government invention, finding out deep-rooted reasons, and then putting forward some constructive advice based on them. The paper falls into five parts except the foreword. The foreword introduces origin of the research, analyzes the importance, commenting and analyzing the present situation at home and abroad, putting forward the problems and clarifying the methods and frame.The research mainly uses the neo-system economics, management principles and other relevant theories. The second part discusses the necessity of government intervention in prevention and cure of AIDS. The third part concludes predicaments the government confronting in prevention and cure of AIDS in accordance with author's field work and culminating a broad range of data. The predicaments include the corner of officers' motivations, the corner of public products' supply, the corner of morality in intervention and the corner of establishing and executing public policies. By applying the new theoretical achievements of neo-system economics, the paper analyzes the above phenomena acutely. On the base of the third part's acute analysis on the predicaments and reasons of government intervention and using the management theory, the forth part put forward some constructive advice combining with reality. The advice includes bringing the assessment of effectiveness in prevention and cure of AIDS into the assessing range of local officers' achievements aims at the corner of officers' motivations; putting forward diversified supply mechanism of public products aims at the corner of public products' supply; considering the government should play an important role, not a subordinate role in prevention and cure of AIDS aims at the corner of morality and should fully display the function of NGO in prevention and cure of AIDS under the coordination and leading of government, create a situation of all people taking part in the work. All the above are constructive suggestion.
