Research On Government Intervention In AIDS Prevention And Control

At present, the AIDS problem has been already one of the most serious public problems in China. When the Chinese government takes part in AIDS prevention and control, many practical problems make the government intervention difficult. The paper analyze the government intervention in AIDS prevention and control, according to the market failures theory, government failures theory and the theory of participatory government, on basis of which promoting the countermeasures.First of all, market failures in AIDS prevention and control is the necessary condition. When use the theory of market failures to analyze the AIDS prevention and control, it is found that several market failures exists, which are externalities of high-risk behaviors control, information asymmetries and the problem of "free-riding" in public environment creation. Therefore, government must take part in AIDS prevention and control. Secondly, according to the government intervention in AIDS prevention and control requirements, by the analysis of government intervention in AIDS prevention and control in China, it is found that there are some execution difficulty in AIDS prevention and control, although Chinese government has made good effort and gets some success. According to the government failures theory and general situation in AIDS prevention and control in China, we come to the conclusion. Chinese government faces the below difficulties: time lag difficulty of public policies, difficulty of public decisions making and executing, public goods provide difficulty and the moral challenge in high-risk behaviors intervention. And then, the paper analyzes the causes of these difficulties. Finally, focusing on the practice problems and intervention difficulties of government intervention in AIDS prevention and control, The paper promotes the countermeasures. Especially, in the countermeasure of building participation government, which bases on the theory of participation government, the paper discusses the superiorities of NGO's participation in the AIDS prevention and control.
