Evaluation On Construction Effect Of New Cooperative Medical System In Dezhou

BACKGROUND The construction of the Rural Cooperation Medical System rises and falls for several times till the New Cooperative Medical System(NCMS) was extended nation-widely in 2003.But since then NCMS is in the experimental stage and has no unified operation Pattern yet. Choosing the management system,financing mechanism and operating mechanism and adapt them to the economic growth of the local society and the NCMS which accord with the needs of the people are the priority and the probing direction of the governments and the hygiene administrations of various levels.OBJECTIVE In order to provide the scientific bases to the policy making, operating mechanism and supervisory mode of the normal construction of NCMS in Dezhou and sum up experience to the all-round construction of NCMS through the investigation and evaluation study of the implementation of NCMS in Dezhou city.METHODOLOGY To employ the method of the clustering random sampling to choose 3 counties such as Linyi,Ningjin and Qingyun in Dezhou to investigate the implementation of NCMS. The investigation covers nine townships,27 villages, 1010 families and 3833 farmers. The contents mainly focus on the social economic condition of the NCMS experimental counties, the utilization of hygiene services, the medical expenses and the fund operating and compensating condition of NCMS, etc. And the data were systematically analysed.MAIN RESULTS The experimental work of NCMS progresses smoothly in Dezhou:the organization administrative system and the formulating of rules and regulations are perfect, the rate of farmer participants of NCMS is rather high, the implementing scheme is basically rational, the phenomenon of the masses become poor because of the illness or due to the illness relieves effectively. And we basically achieve the aim that the construction of NCMS benefits the farmer participants, develops the medical establishments and satisfies the Party committee and government. But more job need to be done on the management system, financing mechanism and operating mechanism, etc of NCMS to ensure the sustainable development of the construction of NCMS.CONCLUSION AND SUGGESTIONS We should strengthen the law-making of NCMS, carry out the training and propagation energetically, seek to build a long effective financing mechanism, perfect the experimental unit scheme unceasingly, sharpen the construction of management organization and the fund superintendent administration, strictly ascertain the financial subsidy, strengthen rural hygiene service ability to provide first-class services to the farmer participants of NCMS, ensure the sustainable and steady development of NCMS and the fanners get tangible benefit.
