Study And Evaluation On The Operative Effect Of New Rural Cooperative Medical Scheme (NCMS) In Jilin Province

Purpose: Promoting better development, Evaluation of operation condition and major problem in the New Type of Rural Cooperative Medical Care in Meihekou city.Method: (1) The economic status of the population was divide in to three different levels based on financial income,the number of farmer-Population and average financial revenue and then evaluate the operation condition. (2) Three hospitals were chosen by random sampling method (The people's hospital of Meihekou City, friendship hospital and MCH hospital). (3) Data was collected from each hospital from 2005 to 2007 according to different kinds of diseases that received treatment or not and according to the hospital, method, duration of treatment and participation.Statistic analysis: The information was collected completely and accurately and entered in to computer using Excel. Data analysis was performed through SAS 8.02 software,comparison was made by using T-test and rank test.Result: (1) The rate of coverage was high in high economic status group and low in low economic status group from 2005 to 2007 in Meihekou city. (2)Better Fund Function, higher rate of Fund raising of New Type of Rural Cooperative Medical Care and Balance of Payment were seen in Meihekou city. (3) the better the economic development , the higher general expenses, for example expense send in account, real expense, expense for diagnosis and real expense in out. (4)The expense which was spent in hospital by single disease was high who join in New Type of Rural Cooperative Medical Care in 2005 .the same to, the cost of hospital of participation of illed are high unparticipation of illed in the costs of reimbursed. But the expense which was spent in hospital by single disease was low who join in New Type of Rural Cooperative Medical Care from 2006 to 2007.the same to, the cost of hospital of participation of illed are low unparticipation of illed in the costs of reimbursed.Policy suggestion: (1) Increasing propaganda ram and enhance the Confidence of Rural People in New Cooperative Medical System.(2)Using the limited fund scientific and rationally in New Type of Rural Cooperative Medical Care.(3)Increasing the attention of people who was in low income.(4)Control the medical appliance charges reasonable and promote the New Cooperative Medical System running smoothly.
