Research Of The Reform Of Medical And Health Care System In Town

Nowadays the reform of medical and health care system in town has many problems, such as the hardship and expensive to seek medical, drop of the equity on health service and the unjust distribution of medical resources. They bring lots of negative results of social and economy. It not only effects civil health but also endangers social stability and harmonious society construction. Thus, it is meaning to concern with the reform of medical and health care system in town.The reform of medical and health care system in town must under the ideology of people-oriented and scientific development solve people's medical treatment problems, which they care best. Further more, harmonious society is an equitable society. And reform must truly embody equity of medical and health care.This article argues that there are two main problems inside the current reform. One is the rapid increase of the costs for medical and health care, and the other is the equilibrium of the development of medical and public health undertakings.The main causes of the problems are: First is seriously inadequate financial input. Because of the drop proportion of financial input on medical institutions, the pressure on medical treatment has become greater and greater. Second is the weakness of government regulation on medical and health care. It makes the medical price remaining high because of the failure of government policy on compensation of the medical institutions. Third is the unjust distribution of medical resources. The medical resources in our country are concentrated in large hospitals and the health resources for grass-root service are seriously inadequate.On the base of the analysis of the main problems and causes, the main goal of the reform raised is everyone has basic health services.According to the main goal, this article put forward three advices on the measures of the next stage reform of the medical and health care system in town. First is to expand government financial input. Government should provide the free public health service and should provide basic medical and health service with lots of financial. Second is to strengthen the government regulation on medical and health care. The management in economic terms should be strengthened and the reform of the medical institutions and the medicine production and circulation system. Third is to develop community health service.
