A Preliminary Study On The Farmer Participation Mechanism In The New Rural Cooperative Medical System

Building farmer participation mechanism of new rural cooperative medical is an important measure of protecting the health of farmer, reflecting the democratic decision-making, solving the issue concerning agriculture, countryside and farmer, making overall planning for urban and rural economic and social coordinated development, building a well-off society in an all-round way.The first part of this paper is the social background and academic background on the studied issue and presents the priority should be given to the study of farmer participation mechanism. The second section summarizes the significance ofbuilding farmer participation mechanism. Part III is the status of the farmer participation in the pilot new rural cooperative medical system and its influencing factors. First, the paper summarizes its present status and on this basis analyzes its constraint factors. Part IV is the basic framework of the farmer participation mechanism in the new rural cooperative medical system. This part proposes this basic framework on the basis of analyzing all kinds of factors involved the farmer participation mechanism. It comprises four components, namely guiding mechanism, decision-making advisory mechanism, expressing benefit mechanism and monitoring mechanism. Part V is based on the realities of medical cooperation, attempts to propose some constructive views and ideas on the farmer participation mechanism in the new rural cooperative medical system.
