ObjectiveSince the 21 st century,the global emergency increasing,many ferocious emergencies and serious threat to a highly contagious public health,economic development and social stability.Emergency occurs,the medical institutions to a number of public functions,include protection of basic medical services,disease screening,prevention and treatment of infectious diseases,and health education,The hospital is in effect at the time of the public emergency medical treatment,emergency event handling directly involved in the unit,as well as emergency incident identification unit and early warning,hospital's health emergency response capacity is the critical component of a nation's public.After "SARS",medical institutions at all levels according to the requirement of the autonomous region health and family planning commission in Guangxi,to carry out the construction of the emergency response capacity of medical institutions work.,The study is to investigate the emergency response capability to emergent public events in medical institutes in Guangxi in order to understand the situation of emergency response system building in medical institutes in Guangxi andprovide scientific basis and policy-making suggestions for the strategic developments of emergency response in medical institutes in MethodsBuild the Guangxi county public comprehensive hospitals of health emergency capability assessment index system On the basis of literature analysis,and then by the autonomous region office of emergency organization in emergency management and preventive medicine experts in two rounds of consulting,formed the Guangxi county public comprehensive hospitals of health emergency capability assessment index,the design of Guangxi county hospitals of emergency capability assessment,72 comprehensive public hospitals at the county level of the current situation of emergency health emergency capability construction census(70 effective questionnaires were taken back).ResultThrough the construction of Guangxi at the county level public comprehensive hospital emergency capability construction with obvious results,preliminary establish emergency response system and emergency mechanism,medical staff generally enhance crisis consciousness,emergency preparedness and obviously improve the disposal ability.But medical institutions at the county level emergency management system is not sound,scientific and standardized work mechanism has not yet been established,the emergency personnel technical level is relatively weak,the process of responding to emergencies is not yet standardized.Basic-level hospitals as implementer of medical security,the emergency task is to be in the shortest possible time,on the basis of scientific analysis to get accurate information,so as to rapidly take the emergency disposal plan,reduce disaster accident casualties of groups,as far as possible to reduce the threat to human health,therefore,the development zone atthe county level public comprehensive hospitals of emergency capability construction is neither assault construction for a short period of time,also is not only a financial infrastructure equipment investment,and should establish long-term construction idea,perfecting the system of emergency management,emergency plan,emergency teams,equipment,supplies and training drills)at the same time,make all kinds of training,quick,reasonable equipment,treatment of efficient health emergency team,strengthen the professional and technical personnel of emergency knowledge training and skill training,to create the sea(water),land and air three-dimensional emergency medical rescue network,the construction of regional emergency medical rescue base,make land2 hours emergency medical rescue circles,and in practice,constantly improve the hospital's ability to respond to emergencies.
