The Sixteenth National Congress of the CPC has expounded policy and related principles of developing non-public sectors of the economy in new historical period. It has said, "It is necessary to encourage, support and guide the development of the non-public sectors of the economy." The development of non-public sectors of the economy has turned from policy guidance to systematic guarantee. Shanghai Municipal Government had issued document No. 70 "Report of suggestions on encouraging private investments in medical institutions and developing private medical institutions". It furnished vigor to the developing of private medical institutions to form multiple health care systems and aggrandize complementary strength of health care. It still belongs to blank in study on private hospitals in Shanghai, and this study will provide basis for rationally disposing private medical resources and improve their living conditions.Objective: To understand the categories of private hospitals in Shanghai through investigating the allocation of private hospitals' medical resource in Shanghai, study their existing condition and rules of scale, bed, human resource allocation, analyze the utilization efficiency of medical resources, find out the difficulties and problems in hospital development, put forward political suggestion, and provide evidence to the hospital investors.Method: On the basis of "Investigation and Study of Private Medical Institutions in Shanghai", through Empirical Study, we described the condition of private medical institutions in Shanghai, analyzed the indexes such as scale, structure, gross and management. We used Data Envelopment Analysis (DEA) to appraise the chosen hospitals' service efficiency, and then multiple regression analysis was employed to analyze the relationship between the results and part of independent variables. Finally, with questionnaire and review, we found out the existed problems in private hospitals' development.Result and Conclusion: Now, the development of private hospitals in Shanghai was in the extensive growth stage. The high-growth of numbers and low-efficiency in utilization coexisted, and medical resources were wasted severely. Private hospitals were prone to provide principle medical service, but were not able to achieve the objective of differentiated development and play a supplemental role at the same time;Private medical resources' allocation lacked of regional planning, and distribution of hospitals and their treatment items overlapped. Private hospitals were rich in human resource, but its structure required adjusting;Medical Insurance was the key to speed up development, and credibility was the fundamental request. The grading of private medical institutions was distempered. Input-output ratio was different in different hospitals, and various factors limited the efficiency of the whole hospital.
