Research On Rural Cooperative Medical System In The Course Of Building Overall Well-off Society

The rural cooperative medical system of China has played a decisive role to guarantee the vast farmers' health. But with the weakness of collective economy and the establishment of the market economy, traditional rural cooperative medical system quickly faded. Most of the farmers lost the basic medical security and had to afford the medical expense by themselves, the problem of poverty caused by illness or getting poor again because of illness was very serious, and this circumstance badly impaired the countryside's human capital. The sixteenth National Congress of the Communist Party of China put forward the objectives of building an overall well-off society, but the countryside was the key points and difficulties in building an overall well-off society. The vast farmers' health level directly influenced the objectives of well-off society in countryside and objectives of overall well-off society coming true. In order to solve the problem of the vast farmers' health protection, the Chinese government put forward setting up a new rural cooperative medical system based on summarizing the experiences and lessons of traditional rural cooperative medical system, and the government initiated the experimental unit in the nation by 2003. The new rural cooperative medical system has achieved some success in solving the problem of the farmers poverty caused by illness or getting poor again because of illness from the condition of the experimental unit in the nation, but it still had many problems and deficiencies, and it needs further perfection.The first chapter of the paper elaborates the relationship between well-off society and farmers' health, points out that the farmers' health problems influence the objectives of building an overall well-off society realization, demonstrates the necessity of having rural cooperative medical system. The fifth chapter describes the present condition of. executing the new rural cooperative medical system, analysis the main problems that exposing in the period of the new rural cooperative medical system execution, predicts the development tendency of the new rural cooperative medical system from building overall well-off society angle, and proposes policy suggestions to establish and perfect the new rural cooperative medical system.The research of the paper has great theoretical and realistic significance to achieve the goal of setting up the new rural cooperative medical system, which adapt to the socialist market economy and the development level of countryside economy, and achieve the objectives of building an overall well-off society in China.
