The surveillance and control of the medical vector at national territorial port is the most important and basic task of port health control and monitor system of infective diseases. Along with the change of global environment condition, severe threaten to the health of human being by the spread trend of the medical vector infection, therefore, the surveillance of the medical vector should be concerned extensively.It's quite serious that the medical vector and other harmful organisms which imported through entered international shipping,container,and cargo. To be familiar with the basic situation of imported the medical vector at Beilun Port, to ensure the focal objects, and combine actuality of sanitation and quarantine, to put forward feasible and operable prevention and control countermeasures and proposals for the medical vector, to reduce the risk of infection which caused by the medical vector at the lowest level. With the constant development of foreign trade of Ningbo Port, the international shipping also enhances further, all kinds of harmful organisms enter our country through such carriers as container, goods, etc. extremely probably, to cause the risk of spread about epidemic disease to increase, thereby, it's significant to strengthen the medical vector monitoring and control in port. The purpose of this research lies in finding out the biological state of imported medical vector of Beilun Port, to compare with the situation of the medical vector of the port, to evaluate biological risks of imported medical vector, to be familiar with main kind and source of imported medical vector, and to ensure the focal of the sanitary quarantine in the future, to improve the appearing rate of imported medical vector in sanitary and quarantine works, preventing imported medical vector introduction through the port effectively, to reduce the prevalence of the epidemic disease. To understand the current status of imported medical vector monitoring work in sanitary and quarantine system in our country, to combine the actuality to put forward operable countermeasures. To control each link in port sanitary & quarantine, handle the infective disease which caused by imported medical vector spread into a minimum range, protect people's health, check on strictly really, block the harmful organism outside the gateway of our country, play the role of hygiene quarantine more effectively. The material source from the medical vectors laboratory of Beilun Import & Export Inspection and Quarantine Bureau inspection taken which identification, classification to containers, goods, shipping at Beilun Port from Augest 2004 to July 2005. Adopt random sampling methods to produce respondents. Sampling carried out relevant standards and operational procedures strictly, to identify and classify according to the index of the medical vector. Pack up and analysis the materials of the medical vector, find out the kind,amount and the disciplinarian of distribution. Command current situation of controlling work of medical vector in inspection and quarantine system in our country, combine the actuality to put forward feasible and operable prevention countermeasures and proposals for medical vectors countercheck. The imported container and goods in the port become themain source of imported medical vectors, it showed the worse sanitary status of container and it should be the focal inspection in the future. The main kind of medium organisms are fly, cockroach and mosquito. The source place is distributed in 25 countries and regions, U.S.A. is the most. In time distribution, there are three fastigiums occurred in December of 2004, March to April of 2005 and July of 2005. Recent years, the undertaking of sanitary quarantine of our country is developed very fast, with stood various kinds of tests, follow the develop trend of international sanitary quarantine and did a great deal of effective works. There is much more insufficient existing objectively. Supervision is not enough; Lab construction couldn't meet the requirement of sanitary quarantine; It is not enough for pathogen testing work and launch deeply; The early warning mechanism of the risk should be updated with the change of the international situation; Remote identification of the medical vector hasn't been carried out; The management of sanitary treatment is not enough for the norm; It is not unblocked enough with the communication of other departments, and it influences the develop of quarantine undertaking. The reason of difference between investigation and anticipation: Total sample quantity is too small, deviation in analysis is inevitably, it brought instability to the analysis result; Improper sampling way adopted, the way of dealing with directly and then open container to examine the contents, most of the medical vector have been dead while taking samples and it is not easy to detect, it causes missed inspection in the course; Identification is not in a deep extent, the identification of the medical vector is only limited to the kind appraised, have notsurveyed its pathogen situation carried more deeply. Due to one kind of vector carrying more kinds of pathogen likely, its media function in different diseases of vector of different types of media is not the same, accordingly, there is very further important meaning to carry on inspecting of imported medical vector in aetiology to define its spreading infective disease. It is insufficient in controlling of medical vector. Firstly to enhance supervision, Strictly control the entry of medical vector; secondly quality control system should be built, to improve inspecting capability; Thirdly, to carry on pathogen subject inspection, to expand inspection range; Fourthly, to conduct risk assessment, to perfect emergency early warning mechanism, enhance the capability of response; Fifthly, remote identification should be carried on entirely, to build a platform for medical vector identifying; The sixth, to heighten management of sanitation treatment to improve the work efficiency; The seventh, enhance communication and contact, to develop sanitation undertaking together.
