With the arrival of the 21st century, reforms become one of the motifs of every country. Because healthcare reform is the basis of the economic and the politic reform, so government of each county all attach great importance to the healthcare reform. Building a rational medial service system is the priority action of every other healthcare reform action. The equity and the efficiency of the medial service provided by the system directly influence the regional people's satisfaction in medical demand. Furthermore, it also has close relationship with the efficiency use of medical resources. Now the reform of the present medical service system is going on, each reform action has being implied from macro-level to micro-level. But when the reform goes deeply, we need the theory to lead our reform. How to build a new medical service system composed by different levels and different types of medical organizations? How to bring out functions of all the medical organization? How to improve the efficiency of the medical service system, at the same time not influence the equity of the medical service which people received from the system? All are obstacles that retard the present reform. The thesis uses the Public Economics Theory and the New Public Management Theory as the basis theories of the analysis. In the base, of investigating problems faced' by present medical service system's reform and characteristics of the medical service market, the thesis brings forward the policy suggestion about goals and actions of the present medical service system's reform in the end. We conclude that building a rational medial service system needs government, market and society to take part in together. It is an effective way to supply the medical care service by a system that is building up by useful interaction and complementary among a responsible government, a powerful society and an efficiency market. In a region, an organic medical supply system is composed of different levels, different proprietorships and different types of medical organizations. This is the reform direction of our medical care system.
