Study On Quality Management System For The Modern Medical Equipments Of PLA

With the development and popularization of modern medical equipment such as CT, MRI, LINAC, SPECT and PET, it is now more and more important to strengthen their administration. Quality Assurance (QA) is a series of systematic and planned activities to insure that equipments in use with optimal performances and thereby satisfy clinical demands. The quality management (QM) system is needed to realize these goals.Acceptance tests on newly installed modern equipments and performance tests on in-used modern equipments are the key technical means in quality control (QC) and QA. Now CT, MRI and LINAC have their national standards respectively, their military standards have also been in public, and they have kept up with international levels too. But successful experiences have not been achieved on how to carry out QA and QC activities such for modern medical equipments in the army.In this study a set of systematic and scientific QM system has been established, we proceed with acceptance tests for newly installed equipments and performance tests for in-used equipments every two years. Practices have proved that the QM system is successful.The main works accomplished in the study are following:1. A QM system for in-used modern medical equipment in the army is established. We have accomplished the tests for CT scanners and MRI in the year of 1998, 2000 and 2002, their distribution and performance changes are analyzed comprehensively, and a series of questions such as second-hand CT scanners, super-low magnetic field MRI and unqualified equipment are discussed profoundly. These greatly promote the raise of performances of the in-used equipments.2. A QM system for newly installed modern medical equipment in thearmy is established. We have accomplished the acceptance tests for newly installed equipment since 2000. The problems as installation, adjustment, performance parameters, fittings and software, disqualification of working room and personnel training are discussed and resoled during the tests.3. A QM system for modern medical equipment in the army is established. A comprehensive and systematic QM is aimed at the QA of equipments, consists of QM of newly installed and in-used equipments, and includes testing, evaluation and improvement for the equipments qualities.The main innovations in the study are following:1. A QM system for in-used modern medical equipment is established, which includes the performance tests every two years in the army.2. A QM system for newly installed equipment is established, which includes the acceptance tests for newly installed equipments in the army.
