"Returning Grazing-Growing"policy is another one of the important strategic measurements on ecology construction, which is very important for the protection and improvement of prairie ecology environment, and to promote the sustainable development of prairie animal husbandry. As the relevant stakeholders, herdsmen are important participants during the course of policy implementation. How they look at and respond to the policy will influence the effect of the policy directly. Therefore, it is essential to evaluate the"Returning Grazing-Growing"policy from the perspective of herdsmen.This paper aims to make empirical analysis of herdsmen's responses and attitudes to the current policy through the investigations and studies of herdsmen, and to analyze the affecting factors on herdsmen's attitudes, in the end, aiming at the problems exiting during the course of the"Returning Grazing-Growing"policy enforcement, countermeasures and recommendations are proposed from the herdsmen's point of view for the government to draw on.Survey findings show that: First, the vast majority of herdsmen will consider the balance between animal and grassland production in their production decisions. However, because of the difficulties in checking pasture stocking rate and higher implementation costs of the balance between animal and grassland production, the balance does not exist in most herdsmen's actual production. In addition, facing economic interests, a small number of herdsmen may adopt short-term behavior which is not good for sustainable development. Second, more herdsmen think that grazing without permission is offending the policy and should not happen. But from the herdsmen's point of view, grazing without permission is also a kind of rational choice. Third, although there are 58.75% of herdsmen investigated think that the compensation standard of the policy is somewhat low, there still are 80.34% of people who are willing to participate in it. Finally, the attitudes(approval or opposition) toward the"Returning Grazing-Growing"policy of herdsmen are mainly influenced by the variable of regeion, but the influence of variables such as gender, age, education, life style, breeding scale, household income and so on, are not remarkable.
