China’s cultivated land has been under high load production for a long time,and the thought of "preventing disease" of cultivated land has not been paid attention to for a long time,which has an adverse impact on China’s food security and the sustainable development of cultivated land.Cultivated land protection should not only maintain a dynamic balance in quantity,but also adopt the way of conservation tillage to maintain and improve the quality of cultivated land.China began to implement the pilot of cultivated land rotation and fallow in 2016,with rotation as the main and fallow as the supplement.The pilot area has increased year by year.By 2021,the area of rotation and fallow has increased to 40 million mu.Indeed,carrying out cultivated land rotation,especially grain soybean rotation,can protect cultivated land and realize the sustainable utilization of cultivated land in the long run,but in the short run,it will make farmers give up other alternative crops with higher income,and the enthusiasm of farmers’ cultivated land rotation will be frustrated.Therefore,we have an indepth understanding of farmers’ views on grain and bean rotation policy and willingness to be compensated in the rotation pilot area,Then find the main factors affecting farmers’ willingness to participate in grain and bean rotation,which is of certain value for the improvement and implementation of cultivated land grain and bean rotation policy,the protection of farmers’ income and the consolidation of the results of grain and bean rotation.Yucheng City,as the pioneer of grain and bean rotation pilot in Shandong Province,has prominent rotation effect and plays a certain exemplary role.This paper systematically analyzes the relevant research contents and conclusions of scholars,carries out field research in the pilot area of grain and bean rotation in Yucheng City,makes descriptive statistical analysis on the obtained data,then studies the significant variables of farmers’ participation in grain and bean rotation through binary logistic analysis model,and estimates the amount of farmers’ willingness to receive compensation with the help of contingent valuation method,Then the influencing factors of farmers’ willingness to receive compensation are analyzed.The research results are as follows:(1)farmers’ gender,education level,whether there are village and town cadres in family members,whether they join agricultural cooperative organizations,cultivated land area,cultivated land quality,income comparison,soybean price satisfaction,farmers’ support for grain and soybean rotation policy,and whether grain and soybean rotation has improved soil fertility,The effect of reducing the input of pesticides and chemical fertilizers has a significant impact on Farmers’ participation in grain soybean rotation.(2)The range value of farmers’ compensation obtained through nonparametric estimation is 132.95 ~ 140 yuan / mu,and the compensation level of farmers is 139.92 yuan/ mu after parameter estimation;The gender of farmers,whether there are village and town cadres among family members,cultivated land quality,soybean price satisfaction,whether grain and soybean rotation can improve soil fertility,and reduce the input of pesticides and chemical fertilizers have a significant impact on the willingness to be compensated for grain and soybean rotation.Based on the above research conclusions,this paper puts forward targeted policy suggestions: first,improve farmers’ agricultural knowledge level and innovate knowledge dissemination mode;Secondly,strengthen administrative means to stimulate the enthusiasm of rural cadres;Third,speed up the realization of farmland intensification and promote the process of farmers’ entry into society;Fourth,strengthen the research and development of excellent varieties and establish a formal and reliable trading platform;Fifth,increase the publicity of grain and bean rotation policy and improve farmers’ awareness of the benefits of rotation;Finally,combined with the key factors of farmers’ willingness to be compensated for grain and bean rotation,some suggestions are put forward,such as giving priority to encouraging farmers with poor cultivated land quality to participate in grain and bean rotation activities.
