Rice is the most important cereal crop that people live on and the mechanization of rice cultivation is always concerned by the government and cared by the farmers. Entering the 21st century, agro-machinery departments in Jiangsu Province have organized a new round of introducing, digesting, innovating and disseminating in mechanized-transplanting, explored a mature technique route of mechanization in rice transplanting firstly, and have found a way which is suitable for the national conditions. In this process of demonstration and generalization of mechanization in rice transplanting, although provincial and municipal agro-machinery departments regard the task as the most important tasks of agriculture mechanization, and Xuzhou has input a large amount of manual labor, material resources and financial resources too, the effect is still not obvious and Xuzhou falls behind in Jiangsu province. The percentage of mechanized-transplanting is merely 6.2% and the implements possession quantity is less then 4 percentage of all province, which has become the bottleneck of limiting the development of agriculture mechanization in Xuzhou City.On the basis of comparing three kinds of methods, this paper regards mechanized-transplanting as the best choice of Xuzhou, analyses the economic and social benefit of mechanized-transplanting in detail, eliminates people's misunderstandings and strengthens the confidence of generalizing the mechanized-transplanting.Before analyzing the present situation of generalization, this paper looks back on the course of generalization of mechanized rice transplanting last century in Xuzhou, summarizes the experiences and lessons and historical revelation, and provides profitable reference effect for the current generalization of mechanized rice transplanting.The generalization of mechanized rice transplanting technique belongs to the category of agriculture extension, which should be in accord with the basic law of agriculture new technique innovation extension. In other words, the increasing of transplanter should confirm to the law of innovation diffusion. After analyzing the current status of the generalization of mechanized rice transplanting technique in Xuzhou City, making a curve analysis according to the annual increment and the accumulated increment, this paper tends to regard that the increment curve and S-curve have a good meshing Characteristic. Therefore, choose three years' annual increments and substitute them to Richards Equation, get the basic parameters of Richards Equation, establish the mathematical models of the diffusion of rice transplant in Xuzhou, and plot the corresponding S-Curve. According to the S-curve, it analyses the differences between the actual situation of the diffusion of rice transplanter and the theoretical curve, and finds out the causes of the problem. Meanwhile, according to the mathematical models, it calculates the time parameters of rice transplanter entering the development period, reaching the largest increment and beginning to decline, establish which state is in now, calculate the annual increment from now on and provide reference basis for the development in the future. At last, based on the problems existed and development prospects, countermeasures and suggestions relative to the development of Xuzhou are put forward from the aspects of working idea, working Emphasis, measure Guarantee, ect.
