Research On The Current Situation And Influencing Factors Of Forest Management System Policy Diffusion

The forest management system is an ecological civilization policy that thoroughly implements the concept of green development,which innovates the management mode of China’s forestry resources and solves the problems faced by China’s forestry reform.The forest management system is a policy created by local government innovation,which will spread among provinces in China within five years.So,what time and space characteristics exist in the process of forest management system policy diffusion and what factors play a role in the process of forest management system policy diffusion are worthy of in-depth study.Based on the theory of policy diffusion,political tournament and institutional change,this paper analyzes the policy diffusion of forest tenure system among 31 provinces in China from 2017 to 2021 by using the methods of normality test and event history analysis.Through the analysis of the current situation of forest-length policy diffusion,the overall grasp of forest-length policy diffusion is formed,and then the influencing factors of forest-length policy diffusion are empirically analyzed based on this situation,and the empirical results are explained.Finally,some suggestions are put forward to optimize China’s policy diffusion.This paper is mainly divided into five chapters: Chapter 1 is the introduction.This paper mainly introduces the research background and significance of this paper,combs and summarizes the relevant research literature at home and abroad,and clarifies the research problems and methods of this paper on the basis of rich research results of predecessors.Chapter 2 is the core concept and theoretical basis.Firstly,this chapter defines two core concepts: forest tenure system,policy diffusion,and discusses the policy diffusion theory,political tournament theory and institutional change theory applied in this paper.The third chapter is the analysis of the current situation of forest length policy diffusion.This chapter briefly combs the policy evolution process of forest length system,analyzes the path characteristics of forest length system policy diffusion from two dimensions of time and space,and summarizes the model of forest length system policy diffusion.It is found that the inter-provincial policy diffusion of forest-length system has the characteristics of anti-R curve in time and "blooming everywhere" in space.The normal test of the cumulative adoption rate of forest-length system policy shows that the policy diffusion of forest-length system has the characteristics of non-gradual policy diffusion.There are three modes in the whole diffusion process of forest tenure system:horizontal diffusion between peers,bottom-up policy absorption and top-down forced diffusion.Chapter 4 is the analysis of the influencing factors of forest length policy diffusion.In this chapter,firstly,a model of influencing factors of forest tenure policy diffusion is constructed.On the basis of this model,10 research hypotheses of influencing factors of forest tenure policy diffusion are put forward from six dimensions: government economic capacity,forest management demand,characteristics of leading cadres,central policy pressure,peer competition pressure and social public opinion pressure.Then,the data of 31 provinces from 2017 to 2021 are analyzed by using the method of event history analysis.Through the interpretation of the data analysis results,it is found that the local economic development level,forest fires,forestry output value,central policy pressure,peer competition pressure and social public opinion pressure have significant effects on the policy diffusion of forest tenure system.Chapter 5 is the conclusion and suggestion.This chapter summarizes the research conclusions of this paper,and puts forward some suggestions on optimizing China’s policy diffusion from five aspects: clarifying the demand for governance,increasing the supply of resources,optimizing the central pressure,building a communication platform and paying attention to public opinion,and analyzes the shortcomings of this paper and puts forward the future research prospects.
