Studies On Protection Of Cultivated Land And Basic Farmland In Liuyang City

Certain quantity and quality cultivated Land is the basic need of human survival and development. Rationally utilizing and steadily protecting each inch of cultivated Land is a basic national policy of our country .As a key county of producing marketable grain and a strong county of Hunan county economy,it's important to reinforce the research of protection of cultivated land and basic farmland , which can make use of cultivated land resource rationally, control the reduction of cultivated land ,develop the comprehensive capability of agricultural production.The core of the paper includes the following 6 parts:The first part of the paper is exordium. It is to introduce significance and background of the study, the trends on environmental impact assessment of planning both at home and abroad, and to enlighten the contents and emphasis of the study.At the second part, through analyzed and researched the dynamic change of Liuyang's Farmland ,the composition of existing Farmland and the current situation of the Basic Farmland, it's summarized the problem in utilization of Cultivated Land and protection of Basic Farmland in Liuyang City.At the third part, through analyzed and researched the situation of land development and consolidation during several years and the condition of cultivated land resource reserved in Liuyang City, it's summarized that the problem existed in processing of land development and consolidation. Based on it, it's reckoned that the theory potential power of land development and consolidation lies in Liuyang City. Based on field-investigation and comprehensive analysis on theory potentiality of land development and consolidation, it's reckoned the realistic potential power of land development and consolidation in Liuyang City.At the fourth part, through forecasting analyzed on the decreasing Cultivated Land for the constructed occupation, cropland reconversion ,disaster and the increasing amount for land development and consolidation during the programming period, it's forecasted that the amount of cultivated land will be 74777.44 ha at the year 2020 in Liuyang City ,which Used Comprehensive Balancing method .based on this and grain-safe theory, it's analyzed the protection amount of the Cultivated Land will produce 580028.23 ton of grain in the year of 2020,the grain Self-sufficient Rate will be to 60.48%.At the fifth part, according to the situation of the current cultivated Land's quantity and quality , the decreasing of the Cultivated Land at the constructed land occupation, cropland reconversion, disaster during the programming period, it's reckoned that the amount of basic farmland will be to 55074.77 ha in the year of2020.With the accelerating of urbanization, the situation of protecting cultivated Land will be seriously in Liuyang City. At last, through the present situation of the Cultivated Land and Basic Farmland Protection, it's proposed the measure of protecting the Cultivated Land and Basic Farmland.
