Research On Relationship Change Between The Animal Husbandry Co-operation Organization And The Veterinary Station In Villages And Towns In Shandong Province

Since early 2000's, a great change have happened in relationship between the animal husbandry co-operation organization and the veterinary station in villages and towns in Shandong Province. This thesis combined practical investigation with theoretic analysis to puzzle out the change clue of relationship between of the veterinary station in villages and towns and the animal husbandry co-operation organization, furtherly put forward a new developing mode creatively which may instruct the win-win co-operation of the two organization in the future.From 2001 to the first half-year of 2006, The veterinary station in villages and towns was required to reform to alleviate burdens on the government finances, all its income depend on service charge and profit of selling some product to fanners, no longer funded by the government. While the reform just matched the technology service need of the animal husbandry co-operation organization. Under this reform background, The veterinary station in villages and towns passionately participated in the development of the animal husbandry co-operation organization . Both of themwere build-up. From the last half-year of 2006, a new law——《the FarmersProfessional Co-operation Organization Law of the People's Republic of China》is puting in practice and the public organization system including the veterinary station in villages and towns is reforming again in Shandong Province. According to the new stipulation of reform and the regulation of the new law, the veterinary station in villages and towns which refined again as a public commonweal organization will be prohibited from participating in the animal husbandry co-operation organization. Facing the obligatory institution change ,the separation of the veterinary station in villages and towns from the animal husbandry co-operation organization must be done. But the same goal of buildup themselves still need co-operation relationship between the two organizations after the reform. The win-win co-operation relationship between them will be re-built through two ways under: the animal husbandry co-operation organization promote the veterinary station in villages and towns to take up its duties; the veterinary station in villages and towns play accerlating role in developing of the animal husbandry co-operation organization.
