The current state of husbandry and veterinary was investigated including the staffers' ages and educational levers , the systems of management, the basic facilities , the conditions of the economical and agricultural extension by using empirical analysis methods in the city of Zhoukou from2004-2 to 2005-8. The results showed :1,Poor money of the service team, lack of society protection. 2,Poor based facilities and conditions of office.3,Lack of services technologies and payments.4,Institutional constrains, higher rates of exceeding and lower efficiency.5,Lack of clear identified roles.6,The older ages and lower technical qualification.Faced these problems, the authors gave a lots of advice as following to improve the system of husbandry and veterinary and services mechanism, 1,The reasonable service systems and regular managements2,The clear management of money3,The better based facilities and conditions of office4,The higher personnel qualification and the reasonable struture of the service team5,Strengthen management of epidemic prevention6,The regular system and managment,less teams...
