The Practice And Effect Of The Natural Forest Conservation In Yuanzhou District Of Hui Autonomous Region Of Ningxia

The Natural Forest Conservation Programme( NFCP), as one of the greatestecological programmes, is implemented for improvement of the eteriorating environ-ment. It covers 17 provinces, 123. 72 million hm~2 land area for forest. The natural forestin the NFCP scope totals 56. 43 hm~2. The NFCP consists of two stages. One is from 1998 to 1999 for trial implement trial and the other is from 2000 to 2010 for the formal implementation. 3 0.38 million hm~2 of natural for estinthe upper reach of Yangtze River and the upper and middle reaches of Yellow River will be banned to fell. The timber output will be gradually cut down according to the plan of NFCP. Forests in NFCP scope will be completely protected and the vegetation will be restored. 0. 71 niillion of redundant workers will be redirected and resettled properly. Furthermore, the Government formulated a package of favorable policies to ensure the successful implementation of NFCP.The experience on protected areas management in China has shown that the objective of effective management on natural resources could not be achieved without community participationint hep rocess.The National Logging Banin China is bearing much more pressure from localco mmunity development than the protecteda reasm anagement .After studying about the status and constrains of agricultural extersion system in yuanzhou-a country in Nixia hui autonomous region ,this thesis described natural forest resource of protecting in yuanzhou district. The study shows that there are four coustrains in the agriculture extension system as described below:the local leaders did not pay much attention to the extension;internal management problems;the conflice between public affair and market characteristics within the serices and the agricultural conprison benfit inlower ,at the city level must be further constructed because.This article also discusses some reasons for destroy of natural forest resource and problems of protecting natural forest resource are investigated deeply. Policy goals and countermeasures and suggestions are proposed in the research.At the same time ,it puts forward that the government should set laws and rules ,to push the legal course of protecting natural forest resource.
