In the process of urbanization, frequent human activities caused the soil and water loss. Led to urban ecology landscape to be out of balance, resources degeneration and urban facility destroys, enormously hindered the urban sustainable development. Government, theorists and engineers pay close attention to carry out of the urban soil and water conservation ecology construction (SWCEC). But owing to delay in starting research work, we are still not theoretically developed enough to cope with soil erosion in urban areas efficiently. With an acceleration in urbanization in our country, the situation of water and soil conservation is even worse. It set the urgent need to our country in urban soil and water conservation ecology construction. Based on the theory and practice of urban soil and water conservation ecology construction and implementation domestic and foreign cities presently,carried on the analysis to the ecological environment and the soil erosion situation, and formulated soil and water conservation ecology construction plan Wei Yang district in Xi'an. Research achievements in the thesis as follows:1. Introducing frame of SWCEC based on urban ecology and sustainable development theory of Urban Landscape Ecology, Restores Ecology, Built Ecology, Life Sustenance System Ecology etc. Emphasis that should fully use function of urban plant in the urban soil and water conservation ecology construction, protects the city water and soil resources, adjusts and beautifies urban ecological environment.2. With the assessment of soil erosion and its ecology effects on the Wei Yang District is achieved, certain examples are given to illustrate degradation of resources and ecology caused by urban soil erosion.3. The Wei Yang district SWCEC program was laid out, firstly. Wei Yang was divided into four districts. SWCEC work in these minor districts was conducted based on their local conditions. Priorities are to be given to river-bank areas to concentrate on better protection and restoration of natural species, which goes along with comprehensive treatment of urban river eco-construction both nationally and internationally, it in accord with notion:''harmony between human and nature''. Paid great attention to afforest construction in protection areas of cultural relic. To the urban road, through construction of green corridor, maintains the integrity of ecology landscape pattern. Beautified the dwelling environment with green control of community. Effective implementation of plan will prevent soil erosion, improve ecological environment in Wei Yang district, thus will realize the economy and society's sustainable development.
