Energy conservation become strategic objective of economic and social development in our country. The Party Central Committee and State Council have put energy resources on the prominent strategic position. Because energy resources is not only an extremely urgent task of resolving the current energy supply and demand, but also a long run of easing the pressure on our resources and environment.The"Eleventh Five-Year" Plan clearly proposed that energy consumption per unit of GDP must be reduced by about 20% and the total discharge of major pollutants must be reduced by 10%. As a large energy consumption in the entire industry, marine fishing industry must promote energy conservation reduction.At present, China energy-saving products on the market has a wide range, and there are many problems about it. The main reason is that there is no scientific evaluation system in the evaluation process, methods, standards, etc.,and the product data is provided by the producer. So it is largely arbitrary and difficult to identify the energy saving products. Focused on this situation that the market of energy-saving products in China is confused. This essay carries on research to the evaluation system of fishing-saving products, in order to built fishing-saving technology evaluation system on the basis of research and analysis on present energy-saving product.It can provide protection for the normal development of fishing saving products in the market. The implementation of the whole topic is divided into two parts.One part researches the status of fishing boats and marine energy-saving products in China,and the other one establish evaluation system of energy-saving products of fishing vessels according to the research results and related evaluating principles.Research for the status of fishing and marine energy-saving products takes measures of on-site research, communication and information inquiries,such as consulting mang literatures,sending letters and e-mails, interviewing a number of experts and scholars by phone. On-site investigating several places such as Zhejiang, Jiangsu, Shandong, Liaoning.At the same time listening to the opinions of fishing departments and fishermen about some energy-saving products. Through the results and data, the current total number of China's marine fishing, the total power and material aspects were found out.Informations about main energy-saving technologies of domestic and foreign fishing vessels date were collected.The current energy-saving methodes, the performance of various energy-saving products and the application in the fishing boat were briefly grasped.Energy-saving scheme for fishing vessel was draw up on the basis of accessing to a large number of literatures about fishing energy-saving.Based on the"Evaluation guidelines of energy-saving products", performance of energy-saving products and the determination about the effect of energy-saving products by authorities, we established evaluation system about fuel additives and fuel-saving devices. By the analysis of status of fishing vessels and marine energy-saving products,Papers point out that our energy-saving technologies mainly focus on the fuel additives, fuel-saving devices, exhaust gas cooling, solar, wind and so on. But studies on energy-saving fishing technologies are lacked, which are very different from the studies abroad. Currently,there are no uniform national and industry standards in the energy-saving products of fishing vessels. In order to regulate energy-saving products markets, The Ministry of Agriculture will set up a evaluation system of fishing vessels. The evaluation system in this paper has been accepted by the Ministry of Agriculture,which will become favorable basis to regulate the market of fishing energy-saving with significant effect.
